This clause, in the absence of anything to the contrary, clearly places the responsibility for those who are unable to support themselves, upon the shoulders of the provinces and their munlclpalitlw. An effort ls being made to make unemployment a. national problem, although there is no reason to place the blame for unemployment upon the Domin- ion any more than upon the prov- dlverslty which continues to exist ln "race, language and religion. It ls because of this diversity that. a confederation rather than a. union was established, and the same con- dltlons hold good today. There ts Just. as much need for constitu- tional recognition of local rights now as there was in 1867. We have grown in ever phase of our existence, but with t ls growth there has come Lt anything an add- ed complexity. The provinces today stand not merely for distinct geo- graphical areas, but also to B. cer- tain extent for dlstlnct class tn- tcrest-s. Ontario and Quebec are the most diversified. The Marlttmes have agriculture and mining, but they have p, peculiar interest in forestry and in the fisheries, and are somewhat Jealous of the trend of manufacturing towards the centre. Saskatchewan, and to a. large extent Alberta and Manitoba. are identified with agriculture. In British Columbia. the principal 1n- terests are mlntiig and orutry. And. when lt comes -t0 tax sources, the accumulations of wealth ln On- tario and Canada are an inevitable target for the rest, of the country. No doubt our federal system, sup lamented b municipal auth- t¥s within e rovlnoes, tends to oster both loco and class ln- terests. Under n. single sovereignty, as ln Great Britain, there ls a clear-cut issue between the citizen and the stat-e as regards the field of government enterprise, Whllg on lsues between one class of cltlzen and another, the ovemment must at least on u not om] scale. The rev- enue for a governmental project should be collected by, or at, least nt the instance of, the body which spends lt. That seems to be an lnevl able penalty of the federal pllh.
