The early clearance of ice from the Straits and the bay on both the Island and mainland shores. has created an atmosphere of optim- ism on the local waterfront. The possibility of work being completed on the ”Westmount" now undergo- ing extensive alterations and a re- fit at Bruce Stewart and Co.,s whanf, before another ship could make harbour here, and the spec- tre of a large-scale layoff as a re- sult, has been definitely removed. according to Mr. Athol Burns. sup- erintendent. "Although the job is well advan- ced in several areas, and in fact finished in some, we have found it necesary to release only two or three specialists due to the com- pletlon of their work on the ship". Mr. Burns said, "We are quite busy throughout the plant and expect to remain at full strength right along. except for the cases mentioned", Questioned further regarding the ship which is expected to replace the "westmoilnt" at the dock here for extensive repairs and altera- tions, Mr. Burns said that the lar- rival oif the vessel depended almost entirely on the placing of the buoys and necessary aids to navigation. Mr. E.K, MacNutt, Agent. of Transport. Marine Branch, is hope- ful that the ”Sorel" will complete her icelbreaking work, around the coast of Newfoundland and be as- signed to the buoy job at Charlotte- town by the end of this week. "It takes almost a month to complete the buoy laying," Mr. MncNutt added. "but indications are that we will get away to a good start in a short time". Advice as to the type of ship allocated for re-fit and overhaul here has not been releas- ed but a full simmer of work with a capacity crew is anticipated by on their own claims and were ut- terly regardless of the rights of tacldly undertaken to provide. Alternative Means Necessary "Some other mean" as effective as a strike must be found by which labour can enforce its right to just treatlrnent at the hands of capital, and that other means must be in the nature of reason-with force only where reason fails. Reason is -based on knowledge. The trouble is that capital does not know or realize the needs of labour, and la- bour ls quite ignorant of the exi- gencies pressing on capital. Man- wgemenit, policy-misting, finance, must proceed on facts which are within the knowledge of both par- ties. If both parties are mwa.re of the revelant facts. then under- standing and mutual confidence will exist, and pollclu and decis- ions will have the support of all. "How can this situation be brought about? By frequent con- sultatlons between the representa- tives of the two parties, and by full disclosure on both sides of the facts confronting them. Is that impossible under a system of competition? If so, then so much the worse for competition; it must be superseded by oo-operation. But I do not see that it is imposible. With full knowledge of the facts. labour will see the identity of its interests with those of capital. I mean holiest capital - capital which seeks the public welfare; not predatory capital, greedy, scl- tish and unrestrained by prin- ciple. Where that exists, force must be used by authority of the state, representing the public. Employment Contracts "Contracts of employment must be entered into binding for a stated period. say a year. and that: must be signed well in advance. If not, the parties must be sum- moned before a tribunal with pow- er to force a public disclosure of all relevant facts and to order an day on his eighty-first birthday.
