The annual report of General Herbert on | the condition of the militia force in Canada says: The militia contains unorganized elements of strong nativnal force. The men are of powerful physique, intelligent | aod eager to learn, but the organizitiun ‘of | che foree ia deplorably defective. He sug- | gests sume radical reforms. The city corpa ; should be organized on the same plan as the volunteers of England, and rural corps like the-nmphtia. He advocates. the gradual sbulition gf Snider and Enfield, and the substisutiowof Martinidienry rifles. The infantry, he says, shows the greatest in- ferrority: the artillery is eff-ctive,. but material is very deficient. The field bat- tery is armed with excellent guns, but there is no reserve—-not @ spare gun-wheel nearer than Woolwich arsenal. The Dominion does not possess a single moc. ern heavy gun. In the number handed uver by the Imperial Government a large portion cannot be mounted and part cannot be fired. Those at Victoria, which were loaned by the Imperial Government, are not at present fit for service. General Herbert proposed the preparation of a scheme of defence for Canada, which the Government accepted. Work will be commenced without delay. It will include the protection of land frontier of 4000 miles and-eontain schemes for strengthen- ing important points on the Pacific coast, including E:quimaulit.
