Our Local Legislature, after being is session for a moath, has accomplished practically nothing. That is to say the measures Of prime importance, the debenture bille, the tax bills, and other bille affecting the pockets and the intereste ef the pecple and properly calling fer full diseuseion, are yet to be dealt with. But the slowness of movement ot which the country complains ie not confined te the appointment ot Governers and Judges or the prosecution of parliamentary business, It extends to matters of administration. We have a striking instance of thie fact in the failure of the Government te authorize the expected visit of aspring steamer to sail from Charlotteiowa to Liverpool. Farmers and exporters who have fed and purchased cattle in the expectation that an ocean steamer would call here this spring bave been disappointed and put out on account of the dilatoriness of the Gov- ernment in this regard. The cattle, and other things prepared for export to England, have now to be sent to Halifax, St. Joha, St. John’s and other places. What the country has lost on accoum of this lapse noose knows. The time of our “business-is~business” Liber- als seems to be taken up, for the most part, in promoting their own private interests and iv contriving means of hood- winking and humbugging the people to the eod that they may be main‘ained in cffice ‘and authority. VITAL STATISTICS. ~ Premier Farquharson has introduced a measure respecting registration of births and deaths. It providesa Registrar Generel and Divisional Registrars, and fathers the requires aud mothers, or those who may stand in the place of the parents, as well as the medica] practitioners in at- tendance, to give votice to the latter in the case of births within thirty days. The occupiers of houses in which deaths may occur, as well as clergymen officiating at funerals and doctors attending upon the persons deceased, are to transmit to the Division Registrar notices of deaths and the causes tuereof. The bill will neces- sarily be expensive aad cumbrous in opera- tion. It seems to us tbat a simpler and equally effective meacure might have been framed. t+O+e ~— Havana is rapidly becoming Ameri- canized. Lees, of Pittsburg, has jast given evidence before an industrial commiesion sitting at Warhington with reference to the Standerd O:! monopoly. He says the trust h»s absorbed one hun- dred independent companies, its process being te meet them witb fierce competi~ tion or to buy them out and then to raise the price of oiltothe consumer. The price of crude oil, on the other hand, it has depressed until it ecarcely pays to pro duce it. Mr. Lees holds that the trusts ought to be suppressed by the limitation of the amount of capital amy company can work upon to a million*dojlars, and eave * that roless the trusts so rapidly growing in power can be clipped the United States will soon cease to be a free country. The Mail and Emvire aptly remarks that when it ie remembered that buge mononclies across the line are controlling all the leading lines of production, and that a hundred of them represent $5,@00,000,000 of capital, Mr. Lees’ tears do not appear to be without warrant, BLACK — ~ Sa TheS. 8. “COBAN” sailing from Mon» treal, Friday, May 19th, will be due at Ch’town, Monday, May 22th, and will sail for St. Jobn’s and Harbor Grace, Nfld via North Sidney, carrying horses, cattle and sheep on deck and pro- duce under neck at lowest possivle rates. The distamce from Mr. McPhee’s home to the end of the road where he is to begin bis loading is by the public road about three miles. All but the old “grits” are Joud in their denunciotions of what ie in reality a disgrace to any government. Messrs. Carey and Morrisey loaded a small echooner with oats and potatoes thie spring, and the whole cargo was conveyed from the outer end of each wharf as their is to the schooner in a scow. Mr. Roderick McIsaac also lost some coal that was left on astray block of this mont- ment of liberal good government. Swirr Deay. == 7 Ss PHONE 174 P. 0. BOX 326 Leith House 32 to 38 Queen Street.
