It is like the state- ment, it may have been my hon- curable friend made the statement the other clay when he was speak- ing, that we lost $50,000 by scrap- ping the old foundation and by building a new one. My hon. friend from the First District, that strikes his heart. I want to tell him that the foundation for the new college cost about $10,000.00. Sc the foun- dation we scrapped in the old one must have been worth about $31.- 000.00. if our new one is worth $19,000.00. Old Foundation Unfit We had very good architects, very good contractors. We have had very good expert opinions on that foundation down there, and they all stated the old foundation was at about the limit of its usefulness, and it was not fit to build a new building on, more especially a mod- em building. That is the reason it was not used, together with the fact that the shape of the foundation was not the shape for a modern in- ‘stitution, and would not lend itself to the future development you have to keep in mind. You will find the laboratories you have provided are all necessary and they will be used." Dr. Stanley's Opinion I might refer you to what Dr. Stanley, the Dean of Dalhousie said about Prince of Wales College: “Having viewed the new Prince of Wales College I believe that noth- ing has bee noverlcoked, that every- thing has been well conceived and well executed. The de- designers are obviously well ac- quainted with the most uP-W-diiie ideas of school buildings and class rooms. Cubic space, floor space, and lighting are ample in the standard rooms, and there are many addi- tional conveniences. "The laboratories impressed me as being the last word in equipment. “The auditorium is a credit to the building. Too frequently this room, which is so important if the school or college is to have any ex- istence as a family or community, is shabbily done. In this case it has been splendidly designed and should prove satisfactory in every way. “I am particularly pleased with the provision made for ventilation throughout the building-a. thing which is often overlooked, even in those times, and after all the world's experience. "One often hears it said that it is just as cheap to build a handsome building as an ugly one, but most builders of schools in Canada utter- ly neglect consideration of this as- pcct. The new Prince of Wales Col- lege, in contrast, is most pleasing to the eye, inside and out. "I marvel at the cheapness with which this fine building has been constructed. is something being done in the in- terests of education. I think you will admit that the Prince of Wales Ill-ho will take charge for three years and who will train and de- Educaiion Essential to the future, and unless we pro- vide proper facilities for education we would not be complying with the proper spirit, we would not be en- deavouring to pay that debt. I know there has been criticism, and there will. be criticism, just the of course with some compliments, en account of my bringing down to take the principle part at the open- ing ceremony, Dr. Cyrus MacMil- lan. and I say to any of those who offer criticism 0n that point, why should I'not bring Dr. Cyrus Mac- Millan down to take the principle part. I brought him down for no other reason than because I felt there was no other graduate stand- ing on two feet who could deliver that opening address as well as Dr. Cyrus MacMilian, and I thillk time has justified my opinion. That was backed up by every Member of the Government. They all agreed it was best to bring the man who was best qualified, and there are some peo- ple so contcmptiblc in this Province even to try and cast a slur on him. that he was neglectful of that mis- he should come down here and speak at my request, and say things that might take the sting out of future criticism. It is about time politics spirit should die. It is dy- ing. Mr. LePugc: "Dying hard.“ Hell. TEMPERANCE EDUCATION Also in connection with education for the past year, I may say that the Board of Education or the Member-ab! the Government were waited upon by a delegation of the Temperance Alliance asking us t0 do something regarding textbooks in temperance. We found that the late Government had authorized a textbook in temperance, “Temper- ance and Life," written by Miss McCorkindale. We found that was a. very good book. So this delega- tion were very sincere and deter- mined in their efforts. They wanted the book bought and put in the public schools, and if necessary they were prepared to bear part of the expense as a voluntary contribu- tion to get this done. However, the Board of Education decided that they would purchase the textbook. It cost $300.00 or $400.00 to buy them and pllt one in every school and to see that it will be used. That is what we did. Because I believe that that is one of the essential ways to promote temperance in this Province. Among most people there is a great desire for temperance, and to my mind that is one of the most effective ways of doing it. I claim you can't make any people temperate by legislation, I don't care what form of legislation you ago this Government had to pay 1534100000 to wipe off a debt that had accumulated in that School Supply Branch. We take the ground that if the School Supply could not be run without running this Government into debt it had better be closed. When we appoint- ed the preserlt Manager of the School Supply, he was appointed on that condition, if he could not run it without going into debt we would close it. You will find there is a change of opinion in the Pro. vlnce regarding school books. New Brunswick was supplying school books free for years. Now they de- cided the Government can not carry on any longer and they are cutting it out. I want to point out this fact. We have kept pretty close su- pervision over it and I have talked to the Manager of the School Sup- ply marly times and I have told him he mllst run that Department eco- nomlcally and I have endeavoured to get him to take those old arrears and have them collected. Do you know what we found about those bills? The bills were there, there wasn't a voucher, there wasn't an account, there wasn't a record to prove any of them, or very few of them. Consequently, after putting them into the hands of a legal man he said they could not be collected. It was very unfortunate that some of those who had charge in the past should have followed such lax busi- ness methods that this Government now has to pay for it in dollars and cents. ‘Those bills can not be col- lected because they are not able to prove the bills-a most essential thing in business. ' HEALTH ACTIVITIES I want to Just mention in con- nection with the Department oi Public Health, I said this Depart- ment kept within the estimate last year and so it did. One thing the Officers will be given to the Women's Insti, so that dental clinics will be estab- lished in some manner throughout this Province. Because the very fact that the Women's Intitutea are ask- ing for it, demanding it, is suflic- gation presented the some sugges- able friend the Leader of the Oppo. sition will never dispute the ground take the interest in the boys and‘ girls.
