DeBlois, the Vrovineial Auditor, for a full, clear aud intelligible statement of the Public Accounts, It will surprise many persons aud please all, to find that there isa surplus on the transactions of the past year — though the expenditure, amounting to $279,045.35, exceeds the estimates which were $249,379.04. It is needless tosay that this excess is not due to any extravagance of the Govern- menut—but chiefly to the increasing de mands o! the Education Department and the wet summer of last year, which necessitated the payment of a larger amount than was anticipated in the re pair of roads avd bridges. Though I have been | President of the Company since it was} organized, | am nota large shareholder. In conjunetion with my friends, Jchn logs, 'L C. Owen, W. Welsh, and others,—some | of whom have passed away-—we founded | the Company to supply a much needed | time, viz; safe and regu'ar | steam communication with the neighboring Provinces. That we suceeeded in our object nobody will deny. Our profits for the ticst ten years were very fair but not extrava- gent; sice that time cur dividends have been small. The P. E. Island Railway cut off a goud deal of our business, Competition | with the Boston Line of steamers, the Gulf | Ports Line, Black Diamond Line, M. A. Starr, and casual steamers has reduced our business. The Company have performed a | difficult mail service for upwards of twenty } with, I think, satisfaction to the public, for the moderate subsidy of $10,000 a year. Our contrac! has expired, and we are now performing the servics from year to year, until Sir Coarles Tupper’s project for connecting our Island railway system with the Intcreolonisl, by railways to the Capes, and a powerful ferry steam- er beiween the Cspes is competed. As soon as this sch mo is carried out, our palace steamers Princess of Wales and St. Lawrevce will disappear from our waters—but it will be a work of time. The P. E. Island Stew Navigation Company do not complain they accept the situation. A strong Government had been formed, and if they had been content to have carried out the Terms of compact all would have gone well; but the Govern- ment sprung their railway policy upon us without consulting the people, and against the decision agreed to in caucus, and broke faith with their supporters, As a repre- sentative for the city, I supported the scheme, because a very large majority of wy constitatents memorialized me_ to do 80. It was for representa- tives from Country Districts and the Legislative Council to say yes or no to the measure. They said yes. The meas- ure was lobbied through both branches of the Legislature and became law. Mr. Hackett’s abuse would not be worth noticing, except that he is a representative for Prince County in the Commons, and | cannot allow such charges, made against me by their representative, to pass un- voticed. If Mr. Hackett’s charge that I am a renegade of the lowest type be true, His Honor the Governor is open vo the same charge for changing parties, as well as several of his followers at the time. Last evening, notwithstanding that there were three other organizations in full blast, including the concert in the Y. M C, A, Hall, the meeting of the Literary and Scientific Society was fairly attended. Mr. Robert Smal'wood read his paper on ‘* In- dustrial Education,” which in fact was rather the outlines of a written essay,as he said he had not had suflicient time to fully prepare it,and which he filled out as he weut on by very cogent arguments and sugge:- Mr. Simallwood urged the necessity for mechanics, or all those who proposed following industrial — occu- pations, having a good education, especially in those branches which would best sid the young man in the calling in hfe for which he may be destined, Mr. Smallwood’s remarks were short, crisp, concise, and pointed.
