THE WAR BUDGET
No budget submitted in Canada since Confederation was
more eagerly awaited than that Dfesellied 011 Tllursdlll'
last by the Finance Minister, Hon. \\’. T. White, and rc-
ported yesterday morning in our despatches from 0tIaW11~
The keen interest of our own citizens in this momentous
document was shown by the number of enquiries by phone
and personally in the Guardian office on Thursday night.
It was Canada's first war budget and, naturally, the ques-
tion of cost, as well as our patriotism and our duty to our-
selves and the Empire, was involved. .
That the war was going to be a costly one. to Canada
as well as to the rt-st of the Empire was eafpeqted. but to
the ordinary lay mind the problem was how thc apparently
enormous cost could be levied without too' serious n dis-
turbance of the ordinary' course of our commercial and in-
dustrial progress. A careful study of the methods pro-
posed by Finance .\linister White will. W0 believe. 10811
inevitably to the conclusion that the burden has been so
adjusted as to produce the least possible friction and that
the actual cost to Canada will not be found to be the seri-
ous burden to the consumer that had been anticipated.
By "Special War Revenue Tax" it is proposed to raise
$8,000,000; by the increased duties and the wiping off ofa
portion of the free list. $25,000,000 will be raised, or $33,-
000,000 in all. This amount is to cover the actual decrease
in revenue occasioned by the war, while the actual war ex-
penditure for the past year, $50,000,000 and the di-ilcii cou-
sequent upon last year's operations as a result of thc war,
$60,000,000 will be added to the funded debt ot’ thc Domin-
ion to be spread over the coming years and paid as the
wealth and the resources of the Dominion will permit.
The total war tax of $33,000,000 represents a tax of
about $41/Q per head of the population. \\'hen we remem-
ber that the ordinary cost of maintaining the British Navy
alone in peace times, and to which we never contributed a
dime. amounted to five dollars per head for every man,
woman and child in Great Britain, the weight of the burden
falling upon us, as compared with that of our kinsfolk in
the Old Land whose maintenance of the British Navy kept
the flag flying over our Dominion and enabled us to do
business as usual, seems infinitessimal.
And the manner of the tax. Tlicrc is a slight, only a

tion to say exactly how much the saving thus effected

According to yesterdays Patriot, the Hon. H. I~i. As-
quith, Prime Minister of Great Britain. Hon. Winston.
Churchill, First Lord of the Admiralty, and Sir Robert
Borden, Premier ot Canada are “fakers." Our Contem-
porary after three days’ cogitatlon struggles out with a
lamcntable apology for a reply to our indictment of Wed-
nesday, by asserting that “The 'emergency’ was lllr. Bor-
den's own," and that "The fake 'emergency' was hit upon
as the only possible basis of compromise." As Sir Robert
Borden was acting in consultation with the Admiralty, and
as Mr. Asquith states in his speech at Cardiff that since
1912 the British Government has been aware that Germany
wanted, “to put it quite plainly, a free hand so far as we
were concerned, when they selected the opportunity' to
overbear, to dominate the European world,” we must as~
sunie that The Patriot believes, or would have its readers
believe, that Mr. Asqulth "faked" this emergency. not-
withstanding that he asserted: “To such a demand (ln
1912) but one answer was possible, and that answer we
gave. (Loud and prolonged app|auSe)."

the leading statesmcn of the Empire are "takers", that they
would resort to shady tactics to get a vote of $35,000,000
for ships to defend the Empire, were that Empire not in

ance to such sentiments.

truce resolutions. we shall have no hesitation in giving to

the simplest means.

of these schools of fish is afiordcd by
the fact that flsliing lines with hook
attaclicd can be sunk in the water,aiid
'pulled out instantly with just as many
fish as there are hooks, be there a doz-
cii or fifty. _
Tons of these herring arc taken
by the fish companies and frozen ir
boxes for use as half for the halibut
fisheries. They arc an excellent
table fish, and there ought to bc a
proiitnhlc market for them in the
interior.
As yet comparatively few of
them are shipped. the dealers .irc
