Practically every country in the world in which agriculture is the leading industiry is talking pains to protect its farmers against undue competition. The United States farmer is highly protected by u duty which -practically excludes foreign agricultural products and they are now considering a higher duty on wheat. Representative Anderson of Minnesota, Chairman of the Congressional Committee oi Agriculture, has placed the matter before ‘President Coolidge explain- ing -that “the necessity ot' putting ti. higher tariff on wheat is shown -by the tact that in spite oi' the duty of 30 cents a bushe1,CanadIan wheat L: selling in Minneapolis at the same price us American wheat." Canada has nothing to fear from this duty. The United states is buy- ing Canadian wheat to mix with their softer wheat and so improve its quality the better to compete with Canadian flour in the British market. What Cwnada needs is to put on an export duty and so pre- vent Canadian wheat going into the United States and from there to the markets in which Canadian flour is being sold. This would effectively protect the Canzidiau wheat grow- (>fl'. We observe also that British farmers are asking for a duty on wheat in order to protect the ugriculturai interests of 'the coun- try, lt is within the possibilities that at the Economic imperial Con- ference shortly to be held in Lon- don this question will the a feature of the discussion on proposed inter- imperlal preference which is a prominent subject on the agenda. Grea/t Britain has for some years been gradually awakening to the -fact that free trade, once the builder oi' the nation,has outlived its usefulness, that she can no longer afford to offer a free market to countries which have become her competitors and that she must now protect herself. Great Britain, although nom- inally a free trade coun- try has at various times sought out many pretext.; for the protection of such industries its needed it most. A duty was imposed nn certain surgical and optical in- struments to protect the Briiiish Manufacturers from unequal Ger- man competition. With plenty of fertilizer available and judiciously used agricultural pros- perity is assured. _All progressive governments realize this. The Aus- tralian and New Zealand govern- ments, realizing that the future prosperity' of their people depends upon their ability to -procure fert- ilizer at it reasonable cost, carry all kinds of approved fertilizer free of cost one hundred miles. Since the inauguration ot” this scheme the wheat crop of these two countries has increased four fold. Comment is unnecessary.- ln the bays and river-s of this province we have millions of tons of musselmud ,which many farm- ers regard as one oi the -best fert- ilizers available anywhere. Un- fortunately it is not easily avail- able. 'Even to those -living in the immediate vicinity of museelbeds the present high ccet of the mac- hinery necessary for digging it makes it almost prohibitive. Un- Ifortunately also the machinery inaugurated by the late Conserva- tive Government and which en- abled our farmers to fertilize thou- sands of acree, was scrapped by the lute Liberal Government and i1tlie procuring of this valuable fer- tilizer has been discontinued. in those days of modern theories the value of musselmud as a fertil- zer has been discounted in certain quarters. lt is argued that its use causes scah in potatoes; that the _lime of which it is largely com- posed is a stimulant and that when its first effects are over the land is in worse condition than before it was applied; that its continued use is injurious. &c., &. On these points there should be no difficult-y in arriving at a .satis- factory decision. There are thou- sands of farmers throughout the Province who have used mussel- mud during the past twenty or thirty or forty years. Many of them hauled it ten, fifteen and twenty miles from Richmond Bay. Rusticc, Bedeque, St. Peters 'Bay, Orwell Bay and other musselbeds. 'During the years in which the late Conserva- tive Government operated the plant at Morell some five thousand acres were musselmud/ded. The effects are still to be seen the farmers who used it can testify as to its value. There is no -question that barn- yard manure is the ideal fertilizer. but it is not available to the be- ginner in farming. He has not suillcent atoclu to produce it and he cannot increase 'his stock be- cause of the want of it. He needs a start to raise food for his stock and, for this province, there is no better starter than -musselmud pro- vided lt can be had at a reasonable cost. With millions of tons of it almost at our doors it should be possible to make it available and we trust that one of the first acts of the present Government will be not only to 'resume the operation at Morell, -begun -by its Conaervw tive predecessors but to extend the operations to other suitable localities and supply it, as they did. at cost or even less than cost.
