A certain pert of this money is absolutely necessary in order that city street projects may be finished. Some streets contained in the projects have been finished and others have not been complet- Od- If U19 filly is to share in the Dominion Grant of 40 percent they must have money to buy material, and this method is the only one whereby they can get the money- by issuing debentures. Otherwise the work will have to be abandon- ed and the 40 percent grant on the projects still unfinished will be lost.
