      committee

      quickly
      to

      procedures

      pending

      recommendations

      Force
      on
      Sexual
      Assault.
      Particular
      attention
      should
      be
      paid
      to
      the
      means
      by
      which

      community
      is
      kept
      informed
      of
      any
      occurrence
      which
      might
      affect
      general

      The
      difficulty
      and
      the
      constant
      strain
      of
      the
      work
      of
      the
      Residence
      Manager,
      the
      Head
     
     
      Residents
      and
      the
      Resident
      Assistants
      should
      be
      recognized
      and
      their
      concerns
      acknowledged
     
     
      by
      senior
      administration.
      It
      is
      not
      an
      easy
      task
      to
      be
      a
      combination
      of
      manager,
      advisor,
     
     
      counsellor,
      sympathetic
      (and
      critical)
      listener
      and
      enforcer
      of
      discipline
      to
      a
      large
      number
      of
     
     
      young
      adults
      who
      are
      experiencing
      many
      new
      and
      demanding
      intellectual
      and
      emotional
     
     
      challenges
      while,
      at
      the
      same
      time,
      determinedly
      testing
      the
      limits
      of
      freedom.
     
    
   
   
    
     
      The
      residence
      rules
      and
      regulations
      should
      be
      reviewed
      to
      ensure
      that
      only
      those
      that
      can
      _and
     
     
      will
      be
      enforced
      are
      retained.
     
    
   
   
    
     
      It
      should
      be
      made
      clear,
      particularly
      to
      first
      year
      students,
      the
      level
      of
      “protection”
      that
      the
     
     
      residences
      provide
      and
      how
      to
      avoid
      dangerous
      situations.
     
    
   
   
    
     
      The
      level
      of
      security
      in
      the
      residences
      is
      good
      during
      the
      night
      when
      each
      residence
      has
      a
     
     
      security
      person
      on
      duty,
      entrance
      is
      controlled
      and
      members
      of
      the
      Security
      Force
      are
      on
      call.
      -
     
     
      In
      this
      one
      regard,
      the
      residences
      may
      be
      safer
      than
      many
      off-campus
      residences.
      During
      the
     
     
      day
      the
      residences
      are
      far
      less
      secure
      and
      it
      is
      easy
      for
      anyone
      to
      enter
      the
      buildings.

      It
      is
      recommended
      that
      there
      be
      an
      immediate
      inspection
      of
      residence
      exterior
      door
      locks
      and
     
     
      a
      review
      of
      locking
      and
      key

      It
      must
      be
      clearly
      understood
      that
      even
      if
      the
      University
      were
      prepared
      and
      able
      to
      deny
      access
     
     
      to
      residences
      by
      non-residents,
      and
      to
      exercise
      tight
      control
      of
      the
      behaviour
      of
      the

      it
      could
      not
      guarantee
      the
      safety
      and
      security
      of
      the
      residents.
     
     
      Blanchard
      Hall
     
    
   
   
    
     
      Blanchard
      is
      essentially
      an
      apartment
      building,
      yet
      it
      is
      administered
      as
      if
      it
      were
      a
      traditional
     
     
      university
      residence.
      This
      means
      that
      the
      tenants
      have
      much
      less
      privacy
      than
      they
      would
      have
     
     
      in
      a
      typical
      commercial
      apartment
      building
      and
      also
      few
      of
      the
      restraints
      that
      a
      conscientious
     
    
   
   
    
     
      landlord
      would
      impose.
     
    
   
   
    
     
      Given
      the
      very
      real
      difficulty
      of
      administering
      residences
      and
      the
      probability
      that
      the
      University
     
     
      will
      be
      held
      responsible
      for
      any
      questionable
      behaviour
      in
      any
      residence,
      even
      it
      cannot
      control
     
     
      it,
      serious
      consideration
      should
      be
      given
      to
      the
      possibility
      of
      Blanchard
      Hall
      being
      made
      —
     
     
      independent
      of
      the
      University
      and
      operated
      in
      the
      same
      way
      as
      any
      other
      commercial
      apartment
     
    
   
   
    
     
      building.
