About twenty of the rank and file of the salvation army were present; the presi- dent and Mr. Robert McLaren being absent. Mr, Theo. L. Chappell spoke about the broken promises of the majority at the civie board, viz., that only one per cent should be levied on real estate, also the re- duction of the salary of the Stipendiary Magistrate, and the amalgamation of the city and stipendary clerks, none of which had been done. Councillor Ladner then followed. He said the present Council had saved $1,150 in interest and the reduction in the salaries of McGowan and Brenan; gave all the credit to the finance committee; said he was not the owner of Ladner’s patent, and wound up by telling the electors he was once in Newfoundiand. Councillor Tanton wound himself up and had a fling at every one—the City School Board and Tue Examiner not being for- gotten; said he was in favor of reform, and said the city had money to its credit in the Merchants Bank of Halifax. A voice—What about the fire hose? C. Tanton—I will take up the ‘ose ques- tion at another time. I am averse to water, as you all know. C. Crabbe asked Mr. Taunton if the School Board was paid how much money would be in the Bank—which question he declined to answer. Capt. McRae was then proposed as a Candidate. There is considerable excitement at Cal- gary over the recent silver quartz discover- ies at the summit of the Kicking Horse Pass. Specimens have been brought into Calgary in which native silver can be plain- ly seen and which will assay at the rate of 1,500 to the ton. John Bright has been speaking on tem- perance at Birmingham. His defence of the vested interests of publicans has greatly annoyed the temperance agitators, and his proposal to increase license duties, in order to buy up and suppress some existing houses and to limit public houses in proportion to population has greatly allayed the alarm of the liquor trade. Temperance legislation is coming to the fore front of home policy. The Petersburg Zeitung reports the de- structive action of a flash of lightning, which struck the stable attached to the cav- alry officers’ school at Krasnoje-Selo, kill- ing sixteen horses on the spot. The elec- tric fluid, on striking the corner of the building, seems to have travelled along the iron with which the racks were covered, and set all the hay on fire at once. The horses all fell to the ground. Most of them rose again quickly; but sixteen were found to be dead, and two were quite deaf. In all the horses that were killed the electric fluid seems to have entered at the bead or neck, passing down through the fore feet. The Javanese, according to Balbi, the geographer, may be regarded as the most polished people in Oceania, while their literature is the richest and most important. They have at three different epochs been the preponderating nation of Malaysia. The first of these was towards the second half of the 14th century, when the Empire of Majiapabit embraced the whole of Java, the Kingdom of Palembang, in Samatra, the Island of Pali, and the petty states in the southern part of Borneo, The second was in the first half of the 15th century when their dominion extended not only over all Java, but also over Sabrang, Goal Macassar, Celebes, Bouda, Sumbawa, Ende, Timor, Sooloo, Ceram, part of Berneo and Palembang, in Sumatra; and the third, in the early part of the 17th century, when the Empire of Mataram nearly equalled that of Majiapahit.
