SO SS THE SMALLPOX SCARE.‘ Report of Summerside Commis- Sioners. To the President and Members of the Summerside Board of Trade GENTLEMEN, —The undersigned. who were appointed by your Board toivvestigate and report upon the | epidemic of |smallpox existing at o1 ‘mear Cape ithe cost of and the facilities with Tormentine, and upon temporary berth for the | Stanley can be constructed at Cape Tormentine, beg to report as fol lows : On Thursday morning, the 27th inst., we left Summerside on th steamer Stanley and made the rua to Cape Tormentine in one hour an: forty minutes. After leaving the board ice we encoun tered a _ considerable quantity of field or pan ice and clumpets. But the steamer Stanley forged her way through, enly once having te back up tor a second shot at it. | The tide being low the ship anchor- ed some distance off from the pier, freight and passengers, amongst whom were seven cr eight ladies, landing in boats. On landing we proceeded up to the vilage, made enquiries for the doctors, and found We! then telephoned Dr. Gardiner, of Bavfield, he being the doctor who irst pronounced the epidemic to be smalipox. He was not disposed to give us much inforraation, said he was un der Doctor Calkin, of Sackville, and had to make his reports te him. . He | said he had quarantinedall the in-| fected districts, that local freight, | passengers or mails were not taken | m the trains between Sackville and | lormentine. The cars used when! the epidemic broke out were taken | ff and replaced by new ones. | There were only fouror five cases n his district (meaning where he | ived), and only one family within | seven miles of Cape Tormentine, where one death had occurred, which wasthe only death that had | taken place. Wecould not get him: * total number of cases —thinks with the precautions now taken the disease will stamped out, Mr. A. P. Lewis, manager of the £00n be Portland Packing Company, about one mile from the Cape, represented to us aS2 man familiar with the trouble, informed us by telephone that Emigrant Road, Port Elvin. Shemogue and Port Ashero were quarantined and that in all about one hundred cases were suspected. The epidemic was not discovered until Friday last. Previous to that they thought it was chicken-pox. Board of health then took charge. Compulsory vaccination is now en- forced. The to Cape Tormentine schools huve been closed, and pub- lic gatherings prohibited. There has been only one death so far. The disease is of a very mild type. There are between forty and fifty cases developed, mostly amongst tarmers and lumbermen. We also sent the following mes- sage to Dr. Calkin at Sackviile, the physician who has charge of the affair for the Board of Health: ‘* Prevalence of smallpox is inter fering with operations of winter steamer Stanley between Cape Tor- ientine and Summerside. Will you kindly wire us particulars of char- acterand extent of epidemic, nuasa- nearest case about eignat ber of cases, quarantine and all other conditions?”’ from observations made on the /spot. and reviewing the intormation rece'ved, we are of ovinion that with the precuutionary regulations now in force in regard to quarantine on, the line of railway and therejection passengers from the Cape ot local and vicinity, there can be no danger | carried by The) of the disease being Stanley. in regard tothe temporary berth at the pier we consulted with Mr. McLashen and others on thesubject | was a pile- iriver and suitable piles on the spot. | and tound that there and that the work might be done in afew days if orders were given to that effect. The probable cost would’ be between two and three hundred dollars. Mr. McLashen promised to make an estimate and telegraph the figures to-morrow. Captain Brown detained the steamer for a sufficient time to en above investi gations, for this and cther cour- tecies he is entitled to the thanks of our Board. The trip back was made in an hour and thirty-eight minutes. The crew of the Stanley, old timers, consider this route easy as compared with the Charlottetown- Georgetown- Pictou voyages, and passengers thought they were correct in their criticisms.
