Lhe enterprising owner petit: yned this House that the duty might be remitted on some wachinery which he was importing to improve his factory ; but the late Govern- ynent, | understand, threw his petition under the table, for it was never even seen by the member for that part of tne district. 1 trast the party at present in power will never thus turn the cold shoulder to those who are eudeavuring to develope our manulactures in reference to agriculture, they have been tolerably liberal; they have spent seme £4,- (00 in estabiishbing @ stock farm, which has ns yet accomplished very little tor the bene fit ot the Isiund generaliy. The only share of the stock which has come to the County in which I reside is, i believe, a few lictle pigs and ewelam>. (Laughter) i fear that the farm io question has nut been properly ma- naged, fur | hear that some of the young stock have been worried by the dogs of par- ties who have been admitted on the premises 1 am inclined to the opinion that it would be jess expensive to import stock every year than to keep up « farm for raming pure breeds. We know that, as w general rule, the Government cangot cunduct any jusiness | 80 econowicully as can be done by private enterprise. Hon. LEADER OF THE OPPOSITION. As regards the petition ty which the bon member for Bedeque has referred, it was laid before the Executive ander the rule which gives the government the initiation of money votes. They brought it before the members of the party in caucus ; but there was not a wajority in its favor, though t myself eup- ported it, and went to the store of a gentle- man, who is now a wember of this House, to obtain information on the subject. If the jon. metnber's colleague did not see the peti- tion it was because he would not attend qneetings of caucus at the time; aod if he, thus neglected the interests of bis constitu- ents, the blame should rest upoo him, and net apon the Government of the day. With respect to the stuck farm, it was established principally to avoid the risk of importation, as on une occasiva the Government nearly lost the whole of some valuable animals, pur- | ehased in Britain, on their passage out to this Isiand. Cersain competent persons were ‘appointed to take charge of that farm when it was established, among whom were the Hon. George Beer, Dr. Jeakins, the present Liberal member for the city—and last but not Jeast, Hon. Alexander Laird, the ‘ather of the hon. member for Bedeque, and if they did not attend to their duty, | cannot under- stand why the hon geatieman should cen- gure the late Government. Mr. HOWATI.—The hon Leader of the) Mpposition has thought proper to allude to me in connection with money votes. When the question of allowing the Government the } esate 4 of imitiating money votes was rought up in this House, | opposed it. Talk | about caucus meetings properly adjusting money mutters! there never was & yreater | delusion! (Laughter) | was opposed to the initiation of those votes by the Govern-| ment when the question was first introduced, and so was the hon. member from New Gias- gow; and I am opposed to the principal sull. 1 think it is a power which should | never be placed in the bands of any Govern- | ment. } Hon. Mr. DUNCAN.—I am surprised to | hear a farmer like the hon. member for Bedeque, opposing the stock farm. I was expecting, on the contrary, a8 he is a member of this progressive Government, that he would be proposing a grant now of £1000 a year for that farm. He hasreterred to the petition praying for @ remission of duty on certain factory machinery. If the prayer of that petition bad been granted, it was found that the duty would also have to be taken off &% great many other things of a similar bene- fitto home enterprise. Mr. MACLENNAN.—I rise te corroborate the statement of the bon. member fur Be- deque, in regard to the share of stock which Prince County received from the stock farm. I bope, as he is now « member of the Govern- | ment, that he will carefully look after the interests of Prince County. Hon. Mr. LAIRD.—lIl wish, Mr. Chsir- zoan, to ask the bon. Leader of the Upposi- tion, if the stock farm was not employed as a shooting ground. Hon. LEADER OF THE OPPOSITION. —When | was at Halifax last summer, | was informed by Major General Doyle that, un- jess the Goveroment provided a shooting ground for the troops in this Island, they would have to be taken to Halitax for this exercise, and back again, at the expense of the Colony. And as no other suitable place could be found than the stock farm, we thought it better to give the troope the use | of that farm, rather than put the country to| the expense of several huodred pounds. Hen. Mr. LAIRD.—The hoo. member who has just spoken, taunted me by saying thet if there had heen any miswavagement | about the stock farm, the Commissioners in charge, my father amoung the number, were to blame. Now, | ask what responsibility eould be attached to the Commissivners, when Hon. Colonel Haviland and other mem- bers of the late Government, without consult- ing or notifying them, turned the stock farm into a shooting ground. permitted the troops to go on the farm, and the dogs of the officers worried some of the young stock, | hold that they, and not the Coumissioners, were chargeable with allow- ing the public money to be squandered. Hon. LEADER OF THE OPPOSITION. —Iit was, Mr. Chairman, tu save the public money the troops were allowed to gu on the farm jorshootng practice.
