March 2i. - The recent remarkable progress mode in mining development on Dominion lands in Western Canada, particular- ly in the provinces of Manitoba and Saskatchewan, has attracted nation- wide attention. The Department of the Interior in order to encourage and {whet ‘the future healthy growth of the mining industy ln that part of the Dominion has kept in eon- stant touch with the rapidly changing situation and has by regu- lations and close supervision taken measures to protect the interests of both the industry and the public. ' New quartz mining regulations, which contain provisions for the im- provement of prospecting and oper- ilting conditions, have been drafted by Hon. Charles Stewart, Minister of the Interior, and passed by Order in Council to go into eilect April 1, 1929. The major changes that have been made in the old ordinances have been regulations abreast of present condi- tions and of securing uniformity by correlating federal and provincial en- actments. ' , The new regulations provide that every person and organization engag- ed in mining activity on Dominion lands must hold a miner's certificate. Such a certificate entitles the holder to stake and record three claims for himself and three claims for each of two other licenses or nine claims in all (a total of about 450 acres) in each mining division. I.rl the Northwest Territories double this number-that is to say eighteen claims —- may be staked and recorded. All claims must be marked by four legal posts and as soon after as reasonably possible, me- tal tags supplied by the Department of the Interior must be attached to the post. Before a lease can be issued to a licensee, two hundred days work must be done on the claims during a per- iod of five years or less. Provision is also made so that if desirable, im- provement work may be started as soon ail-the legal posts are in place. At least forty days work must be done in each year. When twohundred clays work has been performed. the claim surveyed, discovery established. oer- taln other requirements complied with Kensington Theatricals The Dramatic Club presented "An Old Fashioned Mother" in the Kill! The scene is laid in country hamlet in New York state in the "l0's, and the styles are in tho vogue of the time. There is a 800d moral pervading the play from start to ilnlsh. It is a sermon and an object lmson on the evils wrought by in- dulgence in strong drink. “Deborah Underhill" (a mother in Israel) was portrayed by Mrs. Parnell McMahon in most realistic manner. “Widder Bill Plndle" was acted by Miss Mar» garct Higgins, who handled the heavy part well with the sedate touch ail- propriate to the part, as also was the case with Miss Irene Cameron taklflZ the part of "Mia Louisy Custard"- an cxtremelykltteliish highly mlddl6 aged maiden lady of the Victorian age. All assignments or options, after the issue of a lease, must be filed with the Minister of the Interior and in the case of a eonditio l ent its acceptance and registration is at the discretion of the Minister. Considerable change has been made in the clause covering the collection of royalty. Instead of royalty being paid at the rate of two and half per cent of the value of the sales of the produc‘ of the location, as at pres- ent provided the new regulations re- quire that the payment be inade on tho profits of the mine in excess“ of $10,000 during any calendar year. This royalty ls fixed at three per cent of tho annual profits over $l0,000 and up to $1,000,000: flve per cent cf the access ova $1,000,000 and up to $5,000,- 000. ' Certain other major changes have been made as to fractions by which the Minister may lease such small areas to adjoining holders, and also as to mining partnerships, omratlons, inspection, schedule of feesmand a provision for claims located and not yet recorded at the time of the com- ing into effect of the new regula- tlons. In the latter it is provided that any person who. may have stak- ed s. mineral claim or claims asnear- ly in accordance with the provisions of the late regulations as circum- stances would admit, and who may have submitted applications for entry therefor within the prescribed time but who, for any reason, may not have received such entry, may be granted entry under the new regula- tlons. The prospect’ , and mining of the mineral bearing areas on Dominion lands in the West have taken plaice under careful scrutiny of the Minister of Interior, and the now Dominion Mining Regulations embody the most effective and progressive provisions of administration and operation ill keeping with the advance of mining development in Western Canada. orous. »Mr. Darrach is to local play-N‘ goers, as Sir Henry Irving or Robert Mantel, was to the great theatre so- ing public of America some years ago.
