This has in the notice served on a voter whose |been secured by forming thw district™ of right to be on the list was challenged, while} W.s: Prince, which will include Lots 1 to Mr. Edgar and his friends of the Oppos-|14 inclusive, and Lot 16, with a population ition now attacked Judge Elliot for doing the very thing which, in 1835, they insisted upon as being necessary. Mr Moncrieff then preceeded to dissect the petirioners themselves. Who was Thomas 8. Hobbs but the moving spirit cf the “‘Jager beer and pigs’ feet” meetings which were held to assist in Mr. Hyman’s election? George M. Reid was the treasurer of the election fuod, and had charge of the bucks which, when the trial came ov, had all mysteriously disappeared Chere were four other names to the peti- tion — Williams, MacPherson, Ferguson and Sabine—all clerks in Mr. Pavey’s store. Mr. Pavey had declined to sign the petition himself, but had told those who tad hawked it around, “‘ there are plenty of clerks up stairs ; goupand get them to sign it.” Mr. Struchers had also declined to sign it, bat six of his clerks were signed to it. When Mr. Moncrieff had conc!uded it was six o'clock, and the Spesker left the chair. Further consideration of the ques- tion was accordingly postponed till next private members day—to-day possibly. After recess the Caron charges were brought up, and Sir Richard Cartwright delivered himself cf a most violent speech, which was answered by Mr. Dickey ina moderate and judicious tone. He took the ground that the charges were so general that to entertain them would be a rank in- justice ; that the Opposition were indulg- ing in a fishing expedition into the elec- tions in twenty-two Quebec counties. Con- cluding, be challenged the Opposition to make specific charges, within the lines of Parliamentary procedure, when they would be promptly investigated. After one o'clock on Thursday morning the House adjourned with the understand- ing that the debate would be resumed the first thing next Wednesday. Mr. Dickey is regarded, and rightly so, as a man of great independence and not at all a servile supporter of the administration ; his views, therefore, upon sv serious a matter as the Caron charges cannot fail ot having very considerable weight in the country. On Thursday, upon motion to go into comunittee uf supp y, Mr. L:urier moved in amendment **that itis a neceesary consti- tutional rule on the subject of all com- munications between the representatives of this Government and the representatives of other governments upon matters of public concern that they should be committed to writing and laid before Parliam-nt as soun as completed, and any attempt on the port of ministers of the Crown to discuss such matters before laying them before Parlia- ment is a dangerous infringement upon the rights of che people.” The debate occupied the whole after- noon, and when 6 o'clock arrived Sir Richard Cartwright had the floor. After dinner, Sir Richard not being on hand, Mr. Charlton talked for a while, when a division was taken, resulting in the amend- ment being voted down by 98 to 57, a ma- jority of 41. Then the House went into supply on the vote for immigration, and at midnight had passed one item when the House adjourn- ed. Mr. La Riviere, M. P., has received a communication from Mr. Earnest de Reynal, of the Island Martinique, West Indies, in which the writer says that since the adoption of universal suffrage in that colony the black people have assumed control of the public institutions, legislative as well as muncipal. They are now passing such laws that the white people, to escape the heavy taxation on their estates, are almost driven to sell their pro- perty. The writer himeelf, whose ancestors settled on the island 200 years ago, is now seeking to change his place of abode, and desires to know the prospects of settlement in Manitoba, and he feels satisfied that if he comes to this c-untry many of his friends will tollow him. Mr. La Riviere is sending to Mr. Reynal ee and other information concerning Canada, Col. Amyot’s bill to make voting at elec tions compulsory, has been pretty well cut and carved by the Special Committee which has had it under consideration. So far as agreed to by the committee it requires every registered voter, unless he has a reasonable excuse, to appear at his proper polling station, and exercise his franchise, u der penalty of $10. Reasonable excuse, under this clause to be amatter of pleading, and the burden of proof to be upoo the defendant. What is the adage about one min being able to take a horse to water, but a hundred not being able to make him drink? The Varlia- ment of C1nada may compel, under penalty, the whole electorate to appear at the polling ‘both, announce their names and receive their b-liot papers, retire to mark them an‘ final y deposit them in the ballot box, yet th , Parlianaent of Canada, backed by the Nova “cotia House ot Assembly, to say nothing of tine bew Peters McLean 4 combina tion cannot force them to make a pencil mak on the ballot p :per, or deposit anything better than a blauk ballot perfectly worthless Against the enactment of any bill of @ compulsory charatr a petition 1s ~—s been received from the con- gregation of covenanters, of Almonte, Oat. They say “‘your petitioners have conscientious scruples in regard to this matter, and more especially as they are under solemn covenant engagements to Almighty Gd to etand aloof from all participation in political contests.” The residence of the late W. G. Perley, M. P, was sold last week at private sale fo: 7,000. This is considered a wonderful bar- gin, as the residence is one of the largest anc finest in the city and cost, some 20 years ago, about $25,0'0 One would naturely suppose that this immense depreciation in value would be a plum for the grits, aad ibly the Patriot or the Guardian (which I observe has recently thrown its ‘‘weight” with the grits) has alresdy plucked it. But there is an easy exp'anation. The drop in price is not due tu the depreciation of city property, but to change of fashiov. To be fashionable now, you must live in the south end ; even Sandy Hill, which used to be the aristocratic quarter, is at a discount; all the ‘bes: families” live in centre town, south. Another reason for the drop is the encroachment of th business portion of the city. Mr Perley’s res'dence was on Wellington Street, and now the lumber piles have made their way up tu the outbuildings. nn Suitom's Ccre will immediately relieve croup, whooping h and Bronchitis.— Redain Bros. vo nov ldwly ONLY FOR THE GOOD YOU RECEIVE, SKODA M'SGOYERY GG., Wolfville, N.S.t P. £.
