At such a lime it is of the tlrst ‘ importance to the country that' the. electors who arc todeclde the issues of. the conflict should be fairly and fully in-3 formed as to the facts and in a position to calmly consider and weigh them. Un -_ fortunately under the party system thef facts are not fairly placed before the, people and the great jury of the electorate is but ill-informed and ill-advised as to the merits and demcrits of the men and measures for or against which they must 4 register their votes. i More than nine tenths of the news- papers and journals engaged in the die- cussion of our public affairs are strongly partisan, many of them bitterly and un- scrupulously so. \Ve have the Liberal journals presenting to their readers Liberal measures which are ideal in their perfection, as contrasted with Conser vative proposals that must involve the country in ruin; and with these are pen portraits of Liberal leaders, seemingly wise, worthy and patriotic statesmen, contrasted with portraits of Conservative leaders who aremade to appear corrupt, incapable, false,deceptive and unpatriotic. If we turn to the Conservative journals it is the Liberal measures that are utterly bad and ruinous, and the pen portraits of our leading statesrnen are of Tory saints and Grit vagabonds. These are utterly distorted and mis- chievous views, but we must remember that it is in such guise that our public men and the measures they propose are presented daily to the great ma-SS Of newspaper readers. In these days the ‘ party newspaper visits almost every household regularly, and not in One family out of ten are both sides of the case presented. If the majority, or even one half of the people __ were accustomed to read both sides of ‘ the story the bane and the antidote would go togethenand the average elector might have some chance tojudge fairly between the contending factions. As it is nine families out of ten throughout Canada read one side only in the political discus- sions ofthe time, and are sadly rnlsixr formed in regard to all,that they should know. ~ _ Theelectorsare placed in some, such posit-ion as a jury would -be, if one half of them heard only the testimony and the lawyer for the plaintiff and the other _half heard only the evidence and the counsel for the defendant. How could such ajury decide upon a verdict,and what would be the value of their verdict when found? Would it not be quite as sensible 7' to decide the causes in litigation by cast- l ing lots, or by the tossing of a coin, as to leave the issue to a jury thus partially in- E structed and differently informed? And yet, are not these very like the conditions under which the great majority of the l electors will approach the ballot boxes be- ` fore the pre:-:ent year is closed? Such are some of the baneful fruits of the party system, becoming more and more apparent from year to year to thoughtful persons. As people come to think upon these things they realise more and more the necessity and value of a free, impartial and independent journal. The party _press is not free, it is not and cannot be impartial or independent. Of necessity it misinforms and deludes its readers. There is no gainsaying the facts as stated above. Think them over.
