Nbw that provincial affairs are under disriussion in a general election' it may be woiith while to consider how the govern- mental expenditure for education in P. E- Isl nd compares with that of other P iiices of the Dominion. The Sta- tist cal Year Book for 1899 furnishes the foil wing figures: l l EXPENDITURE FOR. EDUCATIOX. ‘ Total Pei- Head Ontario $746,002 $0-35 Qu bee 375.143 0.25 No a Scotia =.\’e Brunswick Matilitoba B. olumbia P. is. island 125,531 Iiis to be observed that the cost per he donly includes what the respective Golrerumeuts pay directly for education and not the cost of educatica in the 0.55 oe: 0.77 2.75 1.15 248.753 202,705 151,503 W,6.`i3 Prtviuces. It is also to be noted that the cal ulation is based upon population as sh wu by the census of 1891, except in the calc of Manitoba, where the population figures for 1896 are taken as a basis. In the other Provinces, and especially in the fo i eastern ones, there has been no great chfnge in the relative growth of popula- tioii. Au exception must, however be miles in me me of British columbia, wliere the population is thought to have ne rly doubled since 1891, and the cost pe; head there is probably not more than sl. instead or $2.75 as stated. with iiie.-e ex eptious and reservations the table will sti l prove an instructive one. e are not for one moment arguing th t this Province expeuds too much for ediication, or that the total cost of edu- ca ,ion is relatively greziter here t`iau i.i so e other Provinces. Such is not the fail: What we desire to direct attention to lis that notwithstanding our straiteuel prhvincial finances the Provincial Govern- in ut is bearing a much larger share of the diioat cost of education than is borne by thie Governments of other Provinces. It will he seen from the table that in propor- tion to population the Island Government i-.ipayiug for education almost twice as miich as the Government pays in New Biunswick, more than twice as much as iu| Nova Scotia, more than three times as much as in Ontario and more than four tiines as much as is paid by the Govern- mi nt in Quebec. i gnc essential difference between our ot|l.er Provinces in that outside of Prince I Eivvurd Island a large part of the cost is, ivided between the municipalities and the school districts, while here itis almost entirely shouldered by the Government. Are we wiser than they in that regard? THE GUARDIAN does not think so. We '_" 3' i umhigli _ is Rheumatiem ofthe hack. The cause ll Uri; Acid 1 ill the blood. We need the introduction of the munici- pal system, and a revolution in our mode ment ought not to be a mere tax gatherer for the support of local services. It ought to be relieved of at least one third of the present outlay for education, and to giva. up at the same time the land tax and the income tax. Land taxes and income t es as sources of proviuciiil revenue aiyunkuown in any of the Provinces east of the Rocky Mountains except in P. E. Island. Even in Quebec, where the taxation is euormoi' s tl;e people escapethese forms of provincial taxation, They would not be uecssary here but for our altogether anomalous mode of supporting our schools. One of the worst features of our system of school support is that it detracts from the inter- est which the people ln the school dis- tricts ought to feel in the schools. The changes which we propose would increase that interest and tend powerfully to improve the schools without additions. cost to the taxpayer. Then he would know exactly what he was paying for, because the money would be raised and paid in his own district and each tax. payer would see that lie got value for his taxes. Now he pays in land-tax or income tax, which goes into the provincial fund, and is distributed for various services so that the taxpaycrtiinuot realise what he is paying for.
