stuffs that the consumer shall not' pay too
much while the producer shall receive en-

produce more, is one of the most diflicult
as well as the most delicate that has yet
been tackled in connection with the war.
If wc had arrived at that happy condition
-or reverted to it, as the poet tells us it
existed in the distant past--“when none
were for the party and all were for the
st'ate,’-’ the problem were easy; indeed we
should not need a food controller at all, ev-
erybody would produce as much ,as he
could for the general good of all and would
his than at the outbreak of war, despite
;all -that British ship-yards have been able
ito do. Besides this, a couple of million
'tons of German shipping have been put otit
business; and about a million tons of neu-
tral shipping, principallv Norwegian. On
the other hand, a vast quantity of shipping
is requisite for the movements of troops by
thc Allies, leaving that much less for the
transportation of food and ordinary com-
merce. Thus we can understand- why from
England comes Lord Northcliffe’s cry for
“ships ships, more ships,” as that island,
