Referring to a question raised at a previous meeting in regard to mileage paid to an employee of the Electric Light Department. Councillor Clark explained that at least 60 per cent of the amount paid forimileage had been in con- nection with supcrvlsion and other work on the construction of rural lines. and was paid for by the Pro- vincial Government. He said that a list of miles travelled. together with the date. and other information always ac- companied the bill submitted by this man. and had been approved by the engineer. checked by Coun- cillor Clark. and passed by the Town Council before the mileage payments had been made. CONSIDER ENGINE Councillor Clark said the need for a new engine at the electric light plant was still receiving at- tention. and was being evaluated in consideration with the possible construction of a causeway to the mainland. possible new develop- ments in the generation of elect- ricity. and the possibility of fin- ancial assistance from the Fed- eral Government. Referring to the recent lay-off of some employees 'from the Electric Light Department. Councillor Clark said that this was in keeping with a council policy to operate the plant in as economical a manner as was reasonably possible. He indicated that no engines are op eratcd at the plant between mid- night and 7 am. during which time the load is fully carried by Maritime Electric Company. and this together with present inacti- vity in the construction of electric- al linss m ing the matter of Daylight Saving Time was supported and advocated by several Councillors. Councillor Clark noted that the R.C.A.F. Station would again be operating on D.S.T.. and that even the C.N.R.. were advancing their schedules by one hour to coincide with the change in time. Mayor Currie said he didn't see any objection to Summerside stores also advancing their working days by one hour. but held little hope that the Provincial Government would move to make D.S.T. of- ficial in the Province this year. Referring to the eventual falling in line with other provinces in re- gard to a unlfonn time. Councillor Maccausland recalled opposition to other changes in keeping with present day ways of life which are accepted by all. Councillor Clark recalled that this also had been the case in regard to store closing on Saturday afternoon and evening. and asked. "but who to- day would want to go back to working Saturday nights"? 40-HOUR WEEK Councillor Leo Wood announced that employees of the street depart- ment had benefited by improved working condition beginning last Saturday when his department adopted the 40-hour work week with the same take-home pay. Councillor Wood initiated a dis- clllllofl frlarding a complaint from a citisen who charged that he had suffered facial and lag in- juries after being taken into cus- tody by two Summerside police officers. Councillor Wood said the man claimed to have suffered the injuries while in the hands of the police officers. and on checking the police report of the arrest Councillor Wood had noted that the report said the overhead door of the police patrol had fallen on the man while he was being put into the patrol car. and he suggest- ed that if this overhead door could result in similar injury to prisoners the town should not con- tinue to use it. Councillor Jenkins said he had been called to investigate the in- jury to the man. and agreed that he had suffered injuries. He said he had been told that the arrest. of the man had resulted following two complaints to the polica de- partment that the arrested man was threatening to use a gun at a place in Summerside. He had also been led to understand that the man had resisted arrest. but felt that the police might have done better by putting the man in handcuffs. Permission was given by the Council to the Sea Cadets to hold tag days on June 28. 29. and to the Kinette Club to hold their an- nusl peanut day on June zlst. Suggestions were made by Coun- cillor Newson that all jobs of 3100.00 or over be awarded by ten- der. and he questioned the advis- ability of the town in paying for the telephones of employees. Councillor Msccsusland said the chief concern of the finance do partment at the present time was the preparation of the budget. He said some bond houses had been contacted to obtain information. and he felt that a bond issue should be made before July lot. He said the tight money situa- tion has caused concern, but felt that in the long run some benefits would ruult from economy which is. presently required.
