And all this without a word of advice or counsel from the: head of the Department of Justice,’ who appears to have more pressing duties of his own to attend to. The Prohibition Commission is held up by the illness of its chair- man. while oi the two remaining members one is an octogenarian and the other. a lady who after her appointment as a member became the paid secretary of the Commis- sion and is therefore no longer inla ‘position to act in an- administrative capacity. IT is perhaps encouraging that the leading nations of the world have been engaged for some years in devising ways-and means by which to ensure universal peace. It is perhaps not so encouraging to find that after these years of worthy effort» no definite means has yet been devised which would justify the beating of our swords into pioughshares and our spears into pruning hooks. There is a. curious mutual distrust among the nations. Each apparently suspects the other, while at the same time it is safe to say that no nation would volun- tarlly engage in war against an- other nation except for defensive Some suspicion was aroused by the fact that while the United States was proposing gen- eral disarmament among the na- ons the Government oi that country had made an appropria- tion for the largest navy in its his- tory, a navy which in the opinion ,of many is far out of proportion to its peaceful needs. Individual suspicion among men curiously persists, and yet there ap- pears to be no reasonable cause for this suspicion. Men are more neighborly than their conduct often indicates. In a community. when misfortune overtakes an individual. the neighbors with one accord, and ill licited, rush to his assistance. Suspicion. perhaps, jealousy, arises in the matter oi trade and speculn- tion. There appears to be a com‘- petitive race among indlviduals for supremacy in the game. It would not be too much to believe that a spirit oi mutual helpfulness prevails among and between nations. Universdl peace will be assured only when men and nations under- stand each otherbettcr. The League of Nations is doing much towards this end, and the formation of so- cieties of the League in every na- tion which is a member of the League will do very much to estab- lish a better mutual understanding of each other, Education is the solution of the universal peace pro- blem, and until this education be- comes world-wide the fear of war will persist.
