When the Liberal party came in- to power under the leadership of Alex- ander Mackenzie twenty two years ago and were swept out again with eo much emphasis at the end of ive years, there were many reasons aa- signcd for their overthrow.It was add with truth that the Liberals had came into power mainly by the demerits of their opponents who were caught red- handed in the Pacific Scandakthat the Liberal five years were years of world- wide depression, had Canadian har- vests, shrinking trade. decreasing revenue and consequen‘ly annually l recurring deficits. It has happened that the Laurier Governmeut has came inw power and remained in under vs: y diferent con- ` ditions from those of Mr. Mackenzids time. TheLiberal party in this in- instancehascomeinto power on an elaborately prepared platform which theygaveto the public three years before their advent to oilice. Har- vesta have been good; both trade and manufactures have expanded beyond all precedent; the revenue has been greater than ever before and large surpluses have taken the place of the large dehcita of M r. Mackenzie’a time. These are precisely the condi- tions which governments most desire and which are most favorable to the popularity of an administration. And yet it is quite apparent to any one conversant with public opinion that _the Laurier Ministry stands in less favor than it did. There are several causes for- the change. One of these is the very great public expenditure, which has broken all records. This is unpleasing to the old-time Liberals who were schooled in the principles of economy and retrenchment. The free traders and revenue-tariff men are not pleased with retention of high pro- tective duties. 'lhe farmers of the Northwest are especially disappointed in the expectation of greatly reduced duties on agrfcultural implements and machines. They are angered with the apparently cordial relations which subsist between the Govern- ment and those manufacturing "mon- opolies" and “combines” which were _¥ vigor by the Liberal leaders. The temperance people had their hopee raised by the promise of a 'l plebiscite and the prospect of prohibi- ` tion.
