Improvement Plan
A big boom in home improve-
ment work this spring was Dre-
dicted by speakers at a meeting in
the Canadian National Hotel last
evening.
Mr. Simon P. Paoli, Jr., of the
firm of L. M. Poole and Co.. pre-
sided. Speakers were: Messrs. Cl.
H. Meredith, Ottawa, Jonr1s-Ma.n-
ville Companyb district manager
for eastern Canada; S. Richard-
son, representative of Johns-Man-
ville; and E. T. Higgs, Charlotte-
town, chairman of the Provincial
Home Improvement Commission.
In connection with the mectintr.
which was sponsored by the L. M.
Poole and Johns-Maxivllle Compa-
nies, a picture was shown entitled
“Before and After." Featuring
home improvements the film show-
cd what could be done with mod-
ern building materials and prac-
tices.
The advantage of uniting the
building and allied trades and
businesses in o Housing Guild for
co-operative effort in awakening
the public to the need and value
of aided housing was stressed by
various speakers.
The need of sa.lesn1en,t.ho1~o'ughly
conversant with all aspects of the
building: trade. to sell “packaged
housing" was stressed by Mr. Mer-
edith. Such an idea. involved the
inclusion of materials, labor and
hnanclng in a unit which the
prospective home owner or home
owner wishing to make improve-
ments could buy and pay for in
easy monthly installments.
Only two cents of the consum-
c1-'s dollar was now going to the
building trades as compared with
20 cents of it two decades ago, Mr.
Richardson declared, because the
building trades were permitting
other industries with skilled sales-
men to take part of their share.
A Housing Guild, combining nr-
_chitects, contractors, plumbers, el-
ectricians. painters, decorators, sup-
ply flmas and financing, was the
answer to the prob1em,the speaker
believed.
The Guild was not in the con-
tracting business, it merely made
sales and handed the work over to
the contractors.
Mr. E. T. Higgs. chalmian of the
Home Improvement Commission,
congratulated the Johns-Manville
Company for the work it was do-
ing in spreading the idea of
home improvement.
The Dominion Goveniment was
interested in home improvement
because of the employmentit would
give. They provided for the bor-
rowing by home owners from char-
tered banks at a 3% per cent dis-
count, the money to be repaid in
monthly installments in one. two
or three years. It really amounted
to a. 6’/.i per cent interest rate be-
cause of the monthly installments
Borrowing in this province un-
der the plan had amounted to
$15,000, Mr. Higgs said. It worked
out that per capita borrowings
here were about the same as for
the rest of Canada. _
Mr. Paoli announced that his
firm was supplying headquarters
for the Guild, a co-operative move-
ment, which he stressed was not
ln the contracting business.
Bankers, members of the build-
ing trades, and other business men
were represented at the meeting.
A number of men were down

rificing any necessary academic

school can hope to do," said Mr.

At the end of last December 1,-
618 pupils were receiving vocation-

Society on the excellent dress par-
ade yesterday, commendatlon of
the excellent work which the or-
ganization was carrying on, and
eloquent tributes to the Irish race.
Judge Stewart referred to the
outstanding work which the late
I-Ion. Edward Whelan, e. worthy re-
presentatives of the Irish race, had
done on behalf of the province.
The celebration yesterday tn
Charlottetown was not unique,
Judge Stewart reminded B. I. B.
members. Simiiar observances were
being carried out in cities and
towns not only throughout the
British Dominions but ln the Unit-
ed states as well.
It was well that the Benevolent
I1-ish Society should continue to
observe the feast day of 1reland's
Patron Saint and continue to hand
down to successive generations the
best traditions of the Irish race,
Hon. Dr. MacMillan said.
He agreed with Judge Btewort.
he continued, tl-1at'Canada. was not
yet a nation with one race of
people. He referred to the great
part the four great races, English,
Irish, Scotch and French. had
played ln the development of Can-
ada. It would have been a blessing
if they had been the only ra/ces
composing the people of Canada
and they could have been but for
a mistaken policy of immigration
whereby numbers of the poorer
races from central and southem
Europe were brought to this coun-
try.
Trouble today was not with the
races from the British Isles or
from France but with those other
people who had never shown any
intention or desire to amalsamate
in the National life of this country.
The Benevolent Irish Society
sought to preserve the best tradit-
ions of the Irish race and to ma.ke
its members the best citizens of the
country. "Here in Canada. we are
Canadians first and our nation-
ality second,” Dr. M.acM.lllan con-
eluded-.
In celebrating St. Patrick’s day
by attending church as part of the
observance Society members were
showing the principle of steadfast-
ness, exemplified by St. Patrick,
Mr. Bt. Clair Tra.i.1-lor said. It was
that principle which made the
Irish good citizens in any land in
which they found themselves.
In conc.us1on Mrr. Tralnor urged
the Society to continue to instill
into its ranks the best. of the tra-
ditions of the I1-ish race.
Mr. Pius Callaghan .one of the
youngest members of the Society,
in the course of a short address
conveyed to the Society the regrets
of Rev. Father McKenna. of the
Redemptorlsts Fathers, who, be-
causc of illness, was prevented
from ntterldlng the celebration.
Chief Marshal Dowling thankedi
all the members who had turned
out and assisted in making the
parade a success.
Prcsidetit. McKenna referred to
what the B. I. S. was doing along
philanthropic and charitable lines
and said it was proposed to furth-
er extend this work.

The undertaking constituted per-
hdaps the most ambitious ln the
life of the No. one 'United States
woman aviator. Although she has
flown bot htha Atlantic and Poci-
fic alone, she never before at-
tempted ,the difficulties of ocean
flying between tiny islands thous-
ands of miles apart.
Although Miss Earhart said .she
undertook the big flight “because
I want to," she also ex-pressed the
hope that it would n_td in the es-
tablishment. of n transpacific air
route to Australia.
Exceeds Post Flight
The flight srotmd the middle of
the earth was charted on a course
that exceeds by more than -10,000
miles the globe-girdllng journey
made by the late Wiley Poet in
1933..
Post travelled approximately I5,-
400 miles ln establishing n record
of reven days, 18 hours. 49 min-
utes for ‘round-the-world flying.
The flight required 186 hours, 49
1-2 minutes.
Miss Earhart said she sought no
speed records cn her flight. and
gave no estimate of the probeble
time she would need for the haz-
erdous venture.
The aviatrlx said her course
would cover approximately 27,000
miles. and that e. base average cf
150 miles an hour for the distance
would total 170 hours. But Miss
Earhart expects to do much bet-
ter than 150 miles an hour under
favorable conditions.

Conservative leader Bennett fol-
lowed with the declaration a grave
constitutional question was invol-
ved. He said the Government, witn-
out authority, had set aside an act
of Parliament by an executive act.
Both referred to the fixing of
the minimum price at 87 1-2 cents
subject tn the condition that the
Wheat Board would not take do-
livery of any wheat unless the mar-
ket prlce fell below 90 cents-
Parllament had passed an oct
directing the Board to buy wheat
at a fixed minimum price, said Mr.
Bennett, and the Govemment in
directing the Board not to buy ex-
cept under certain condltions had.
in effect, repealed the act without
authority from Parliament to do
so and made it inoperative so far
as the 1936 crop was concerned.

This pronouncement was made
in the New Brunswick Legislature
today by Hon. Dr W. 1'. Roberts.
Minister of Health and labor, as
he spoke in the budget debate. He
contended that "lower grade con-
ditions such as idiocy and imbec-
lllty as a. rule have been proven
not to be due to bag heredity" el-
though "50 per cent of higher
grade type morons come from tn-
ferlcr family stock.
He gave the House striking sta.-
tl.-tlcs on the magnitude of the
problem of the insane and feeble-
minded. On a basin of past exper-
ience. he sold. it was estimated
that four children out of every 100
born tn this country would even-
tually ent/er mental hospitals as
patients-almost. as many as would
graduate from Canadian univer-
sities.
Two out of every 100 born would
be mentally deficient or feeble-
minded.
