If the deprivation of the highest honor, the order of the Yellow Jacket, meant that the vet- eran statesman was deposed from power, it would bode ill for China in the coming war and for all foreigners on her borders. But all persons who understand Chinese ways, say it implies merely a rebuke in- tended to urge the Prime Monister to greater efforts against the enemy. He suffered a similar indignity twenty years ago, but speedily regained his lost influ- euce and still greater power. The prin- cipal fear is, perhaps, that the young Em- peror, whois now only 23 years of age, has suddenly taken the reins of the Gov- ernment in his own hands, overthrowing the influence of the dowager Empress, who has been the real head of affairs for many years. 10 CUT THE WAR SHORT. The only hope o* cutting short the war at the outset lies in Engiand taking ad vantage of the Kow Shing affair to inter- pose decisively. This subject is engaging the active attention of the British cabinet, and public feeling on the matter is becom- ing very strong. It can no longer be doubted that the transport ship carried the British flag when she was attacked, but the Japanese are by no means with- out defence for their action. Prof. West- lake,an acknowledged authority on inter- national law, in an argument on the sub- ject in the Times yesterday says:—*“ The Kow Shing appears te have been British owned end rightfully flying the British flag, but it is equally clear that she was acting as a transport in the Chinese service. If to this it is found possible to add that the service was a belligerent one nvuthing is more certain than that she was not entitled to protec- tion from the British flag and ownership. It is equally certain that the Japanese were not precluded from taking that ser- vice as a bellizerent one by the mere fact that war had not been declared. To begin war without a declaration is a bad habit, which, nevertheless, found its way centuries past into the practices of na- tions. Neutrals are entitled to notice be- fore they can be made liable to the re- sponsibilities which war imposes, But the Kow Shing was not acting as a neut- ral, breaking a blockade or carrying con- traband goods—she was a transport in the Chinese service, and, therefore, belliger- ent if China was belligerent. Japan must show either that war had already been commenced de facto by acts of hostility elsewhere, or that the Chinese fleet, of which the Kow Shing formed a part, was engaged in erervice the completion of which Japan ceuld not be expected to permit. The former alternative might be satisfied either by acts of hostility com- mitted between Corea and Japan in Corea, or by acts of hostility committed between Corea and Japan in the course of the line of action in which Corea was receiving the support of China. Justification might probably be sustained on the ground of the latter alternative by showing that the reinforcements of the fleet in question were being poured into Corea for the pur- pose of dislodging the Japanese from a position which they claimed to be entitled to hold there.” A QUEER LEGATION. Th« Chinese legation in London, under the uw iuinister, who yesterday presented tis cre‘entiats to the Queen, is a strange establiximent. The war seems of little concern to the horde of Celestials who are now for the first time in a civilized country. They were so pleased with the cordial re- ception which they got at Osborne yester- day that they lost their heads when they returned to town and made a night of it. No Englishman visits the legation twice if he can help it. The place is dirty and swarms with vermin. Forty or fifty fowls wander through the lower rooms. The most frequent visitors are women of the pavement, who are invited by members of the staff at all hours. The other day the butler decamped with a week’s cash for the tradesmen, whose de- wnand for payment met with the impertur- turable response “Go find the wicked servant.” Leyal proceedings being im- possible, supplies are sent to the legation now only on receipt of the cash.
