WINDSOR INCENDARIES. Coloured Men Under Arrest. Excitement in the Towa. Two Wixpsor, Oct. 22.--The colored men, Fletcher and McIntyre, are both under arrest charged with incendiarism in connec- tion with the recent big conflagration. Two | witnesses bave been secured io state that | they hadoverheard a conversation between the accused showing that they had con- | spired to start the fire. It is stated thatthe prisoner Mclotyre adu.itted having been with Fletcher on the morning of the fire. Evidence has} been obtained that plainly indicates that ! Fletcker and McIntyre are closely allied. / He has made a statement that, if true, should iead to a charge of the crime of arson. The evidence puts McIntyre iu a very serious position. It seems to be established that he had saturated several matrasses with parafline oil and then set them on fire. He made several unsuc- cessful attempts and was finally success- ful. Two men called out to him, but he either did not hear them or he heeded them not. Immediately tollowing the out- break of the fire at Mclotyre’s house there was an explosion. This could not be accounted for at the time. Mcintyre was known by the Windsor people as the “spoolman dude.” He sported rings and ld headed canes and frequently donned a ver. Officers Lehin and M:Donald, who are working op the case, say there is conclusive evidence to show that Fletcher and Mclotyre are implicated in the fire. McIntyre blames Fletcher, and Fletcher blames McIntyre. McIntyre is reported to have said to an insurance agent : “T admit I was in Fletcher’s place at 2 | o'clock the morning of the fire. i wanted Fletcher to go home with we. Fletcher said I have something to do before leaving. I have been served with a summons under the Canada Temperanee Act, but that he would see temperance women burned in hell before long.” Mclotyre was tracked by Leban from Halifax. McIntyre came from Yarmouth five years ago. He is a divorse4’ man. At one time he complained a gir] put strycho a in his milk can. Vacher, who fancies himeelf a bero, described the fects in connection with the crimes with evident relieh. At the time of his arrest he confessed that he had kiiled three girle, two women and three shepherd boys. Loxpoy, Oct. 20.—In connection with the increase in strength of the defence of the colonies of Great Britain is receiving unusual attention. The government has just despatched a former under-secretary of state for war, Sir Ralph Wood Thompson, to Australia, with instructions to report to the war office upon the condition of the defences ¢f the Australian colonies and the increase in colonial forces, and to sub- mit proposals for arming the local troops and exchanging battalions from Austfalia with those of the motherland. The mission of W.S. Fielding, the Canadian winister of finance, to Great Britain also includes discussing with the colonial office what proportion of £1,500,000, which it is pro- posed to expend in strengthening che Canadian defences, should be borne by the imperial government.
