we have, so far, escaped serious acci-
dents, but in the history of almost

scarcity of cars and everything on
wheels is liable to be brought into

agement ia careful but there is
limit in the life of railway rolling

ety. It is customary on many rail
ways, during times of congestion, to
take chances with these. It should
not bo done, and the rail- -
way management guilty of it should
be held responsible, not after thc ac-
cident but before it happens. The
only safe rule with railway rolling
stock is, not to place old and worn
out cars on the reserve list but to
destroy them when they have reach-
ed ths suspicious age. This is ‘the
most economical method for the
railway itself and certainly the
most economical to human life. Ono
car may wreck a train and in the
wreck there is no knowing what may
happen.
