Ofcourse, I do not wish to attribute any blame to the present Pre- mier and Government. as they have scarcely time had timeto remedy this mis- take. But if they allow this state of matters to continue and a serious sccident should happen, they will cera aly be held responsible, and there would be no keow- ing what amount of damages would be claimed by the injured and thus an addi tion made tothe deficit cf some fuiure year. Knowing Premier Worburten as we do, we cannot think that he will take such a cisk ov hs shouldere. N-ither do wetbink that the travelling public will fee! very safe to know that they are oblig~ ed to travel ow a boat not provided by tbe necessary safeguards that law ri quires. J ; It is a well known fact that previous to the time tbat Mr. Peters assumed contro! of the Geveromen',the ferry boats were run under Inspection. But he (able lawyer that he is) found that as these boats belonged te the Queen the Dominion Government could not compel ao in-pection; and for ~ome reason best known to themselves he and his colleagues assumed the grave res- ponsibility of taking the lives ef the travelling public in their own hands. Now, Sir, the smallest steamer in the harbor cannot leave ber berth without being inspected annually by two officials of Dominion Government, baving their cer« tificates posted up in a public place in the boat. Even the Ex-Premier’s lodster yacht “T. A. Stewart” cannot move without being provided with said certificate. Still, he thinks the “Elfin” quite safe enough without one, to carry bis constituents to and from the City to Rocky Point! But he appears more anxious and zealous in obstructing City bills than in protecting the lives of the travelling public. It has been currently reported that a ho'e was blown in thie boats boiler when st-am was got up to etart her this spring; and if such a etate of danger exisis it is time for passengers to take warning. We understand that the “Hillsboro” was inepected last year and is now running under Dominion inspection. But the people in that section of the conntry who travel by her have some one to look after their interests and see that their lives are not in endaogered. It is many years ago when the thea Inspecter of Hulls, Mr. Coker, refueed to grant the Elfia a certifi- cate to allow ser to cross the mouth of the harbour to Rocky Point; but perhaps our rulers now think (thet like old wine) she improves by age. Thanking you Mr. Ei- itor I am Rocky Point. the TRAVELLER, April 26, 1798. ee iti —_ INDEPENDENCE OP PARLIA- MENT. Sir,—The Guardian this morning both editorially and otherwise “roasts” one of toe mewbers of the Provincial Legislature because he hud the temerity (7?) to speak outin our Legislative Halle. It ie about time for the people of this town and of thia Province to know whether they elect members to Parliament to represent them or to do the bidding of acertain number of the citizens of Charlottetown. Has it come to this pass when members elected by the representative vole ofa Province must etoop to receive and take orders from a “click” as to what laws thoy shalland shall not make. Our repreeenta- tives either have the indenendence of pir- Nament cr they have nct; if they have, no one,be he cleric or layman, has any right to dictate to them; if thay have not then they are not represen atiyes of the people. Vorgr, A CITIZEN'S VIEW. Me. Enitror,—I was much eurprised to read in tbe Morning Liberal (rgao the report oj a delegation waiting upon our Legislature in the Couuci! Chamber. As the olject of tris delegation is of sucha kind as to. be of intereat tothe citizens generally I would like to enquire when did the citizens of Charottetown 3 public meeting or through the Council re quest those delegates to wait upon the Legislature. Those same selieconstituted 4elegates undertook to engiveer the Sab bath violation clause of the Street Rail- way bill, and a nice mess they made ot it I think matters of this kind should be left to our City Couocil;and in my opinion the Leyislature is overstepping the mark when they attempt any legislation of this kind without consulting the City’s repres- entatives. Our City Counci) has an its members men who understand tem per- slation and are as anxious to at ong ance | n force the same as any one of the self aw stituted delegation. ORSERVER.
