For months prior to July _lst plans were laid by the Federal Government for a fitting observance. On the day on which Canada celebrated . her slxtieth birthday, the capital was the centre of interest throughout the Dominion. Speeches were delivered in front of the Parliament Buildings by the Prime Minister and others, and these historic addresses with in- cidents of the proceedings were broadcast by radio to the most dis- tant towns and villages throughout the country. An additional impressiveness was lent to the celebration at Ottawa by the fact that the great Carillon of 53 bells which had been installed in the Peace Tower, and which is the larg- est Carillon in the world, played stately airs and pealed n essages of triumph which were heard by the 40.000 people gathered on Parliament hill and by the millions more who were listening in throughout Canada. The New Status. The Imperial Conference which met in the Fall of 1026, acting on the report submitted by the Committee on inter-imperial relations. had more clearly defined the status of the vari- ous self-governing dominions of t_hc Empire, the main change in Canada being a slightly altered status in the relation of the Governor-General to the Federal Government and a de- claration reiterating the full meas- 1l1"e of her independence as a nation which had just been advanced at thc Versailles Conference in 1918. A new departure which had been forecast for several years back. and for which a parliamentary appropri- ation had been made but not ex- pended for several years, was the appointment of a Canadian legation at. Washington, for which a ‘nlostai- tractive home was purchased, and furnished at a cost of something over half a million dollars- Vincent Massey was the first repre- sentative appointed. and the filling of this post was regarded in many quarters as a new expression of Can-‘ adian independence. The United States paid thc Dominion the com- pliment of appointing Hon. William Phillips, who arrived at Ottawa o11 Confederation Day. to be envoy ex- traordinary and Minister 1Jl_01'ilp0~ tcntiary of the United States to Canada. M1". Phillips was a diplo- mat of experience and high repute. having served his country as ambas- sador to Belgium. Conservatives Meei. Politically the chief event oi thc year was the holding of 4i great Corl- servative Convention at the city of Winnipeg to select a new leader and for the purpose of infusing new zest into the party. Delegates from all provinces in the Dominion attended the largest gathering of its lcind. opening on October 10th under the chairmanship of the I-Ion. Hugh Guthrie, who had been selected as temporary leader following the de- feat of Mr. Meighen at the polls and -his retirement from active politics. After two days of discussion, ballot- ting for a new leader took place on October 12th, after Mr. Meighen,Mr. H. H. Stevens, and Premier Fergu- son had refused to allow their names to go before the convention. _ On the second ballot the order of preference was as follows: Hon. R. B. Bennett. Hon. Hugh Guthrie, C. H. Cahan, Hon. Dr. Manion, I-Ion. Robert Rogers and Sir Henry Dray- ton. As Mr. Bennett held a coln- manding lead his election as leader was made unanimous amid a scene of great enthusiasm. M1". Bennett's choice was praised not only by the members and press oi his own party but generally throughout Canada. Mr. Bennett is a bachelor and al- though born in the Maritimes has long made his home in Calgary. A Piovincial election was held in Prince Edward Island largely on the liquor question and the Government was overwhelmingly defeated at the polls when they sought to alter thc existing system of prohibition which had prevailed in P.E.I. for 30 years. Prince Edward island and Nova Scctia are now the only two remain- ing “dry" provinces ixlCailada. New Brunswick came to the wet column on April 12th by action of the legis- lature. ‘ In Manitoba, Premier JohnyBrack- en and the Progressive Government who have been in ofiice since 1922 were again sustained at the polls on was also approved at a referendum on polling day, although the rural districts voted by large majorities against the reintroduction of taverns. The protracted illness of I-lon. John Oliver forced his retirement. His place at thc head of thc B. C. Gov- ernment was taken by the Provincial Treasurer, Hon. J.
