By Guardian's Special Wire) NEW YORK, Oct. l-Stocks took the downhill path with commodit- ies today while the United States dollar gained. Share prices crumbled easily under a moderate flow oi’ liquida- tion. It was the first day of full Federal control of security ex- change and so e brokers coupled the thinness of the market with the new restraints on speculation although trading has been at low ebb for months. Movements in financial markets again made a pattern in reverse of the model familiar during the re- current gusts of inflationary senti- ment the past year and a. half. Stock market observers studied President Roosevelt's speech of last night without finding a satisfac- tory expianation for contrasting strength in the dollar and. weak- ness of speculative markets. A sharp break in the pound ster- ling, which was off more than four cents, drew traders to the bear side of leading commodities and excited talk of a restoration of old relation- ships between the dollar and ster- ling as a prerequisite to interna- tional stabilization of currencies. The old purity of the pound against the dollar was about $4.88 and ster- ling at the day's low was less than six cents away from that level. The decline in commodities, with wheat off as much as 3 cents a bus- hel and cotton down $1.05 to $1.15 a bale at the close, joined with other influences in depressing stocks. Ending hopes that President Roosevelt's address would spur security markets onward, the share list sold off abruptly at the opening and losses were extended later. The speech, however, evoked favor- able comment from some Wall MARKET (By Johnston sud Word's Spools! While imcertainty remained as to the longer term effects of Fed- eral regulatlon of speculation brok- era said they did not think provis- ions oi.’ the control act which be- came effective today had much to do with the selling. It tended, how- ever, to make the market thin as the result ofwithdrawal oftraders. The market had rallied for two weeks wlthout a setback of import- ance and a reaction was considered due on technical grounds alone. ‘lrade news did not help markets Steel observers noted nnprovement in feeling in the industry, but the American Iron and Steel Institute estimated operations of the indus- try were down this week to 23.2 percent of capacity compared with 24.2 a few weeks ago, The first western railroads to re- port loadings for lsst week exper- ienced a moderate decline.
