There is one argument, however, which I do not .remember having seen advanced in de- fence of the Island's position, and which, to my mind, would be sustained by the 'Supreme Court of Canada or for that ‘matter, by the Imperial Privy Council. it is the following: In recent years, and long after the ipassing of the B. N. A. Act, and subse- quent to the entrance of P. E. Island in- to the Canadian federation, there was ' added to the Province of Quebec, an, area. vcry nearly as large as that Province in its original form, thus greatly increasing its capacity for population, and to that extent, disturbing the parity that was supposed to exist between it and_ the other Provinces. Moreover, this addition was made from the federal domain, and by a feder.l authority. It is true' that in | the case of Ontario there was a similar 'aldiiion to the original area, thus main- taining the status quo between thore two great Provinces. But so far as the Maritime Provinces were concerned there _ was no compenéat ion either in ter- , 1-itory Or legislation- In view then, of the basis of our federal representation at Ottawa, the annexation of territory referred to was itself a vio- lation of the terms of union, and gives all Provinces ajust claim, either to an en- larged area., or a modification of the B.
