It is fasliionalile today to have a
ew heart scare every '24 lxours. The
ommonest syniptoms of clyspepsifi or
erve trouble, such as palpitation,
.reak spells, loss of appetite and poor
circulation, are magnified and dis-
torted into serious signs of heart trou-
ble, with the object of frightening the
public into taking this or that heart
remedy. lf a hundredth part of the
heart trouble we hear about were
real, the cemeteries would be filled in
a month. A wrong construction is
put upon common ailments in order
to humbug the people into the belief
that heart disease is prevalent, where
as real heart trouble, which is so
sadly and suddenly fatal when it does
occur, is a rare disease. Lopsided

SEIZING NEUTRAL VESSELS.
So far British war~veseele have
seized four large steamers carrying
flour and other supplies to Dalagoa
Bay. Two of these were British
steamers carrying Hour from New
York, one s Dutch vessel and the
latest reported case isa steamer of the
German East Africa line.
Many intricate questions are raised
by there seizures. Lorenzo Marques
and other ports on Delagoa Bay are
neutral ports. Germany, Holland
and the United States are neutral
countries. In the ordinary oqtlb

The steamers from New York
which were seized were British vessels
and therefore there can be no ques-
tion raised as to an insult to a for~
leign flag. But if the seizure was not
warranted by international law the
British Government would still be
obligated to repay the American
shippers the value of the goods with
strong enough to back with force a
demand for redress, but Germany is a
strong po ver, with whom it would be
awkward for Britian to have a
quarrel at the present time. Fortun-
ately in this case the Gov
relations, and should a serious protest
be made against the seizure it might
be hoped that the dispute coiild be

Britain ‘.0 declare them so. 'lhere is
no question that under certain con-
ditions food supplies may be treated
as contraband, as, for instance, in the
case of a besieged city, .vhose sur-
render may be hastened by cutting
of such supplies. Coal, so necessary
for the movement of modern ships of
war, was declared to be contraband
in the Spanish-American war. The
Dutch Republics have not been self-
sustaining in the matter cf bread-
stuifs, and cannot he so now that
nearly the entire male Dutch popula-
tion is engaged in the war. May
not breadstuHs be properly considered
contraband in this instance?
But the problem does not end here.
The United Kingdom regularly pur-
chases half its food supplies beyond
the seas. If Britain now declares
food supplies to be contra-
band what may hsppen in
some future war between Britain and
one or more of the great powers? No
doubt the enemy, in such a case,
would be glad to have a British pre-
cedent for declaring food to be cen-
trabsnd of war. Such are some of
the questions raised by the recent
seizures. They show in a strong
light the necessity for Britain, if pos-
gible, to obtain possession of Dellgoa
Bay. Such possession would cut the
Gordian knot. which is lo diiiicult to
untie. We have so far no odicial
confirmation of the report that the
future possession of Delsgoa by
Britain has been agreed upon.
