emphatic minute of council dat.ed19th
February, 1904 as follows:
“1`hc Committee of Council have had
under consideration the resolutions pass-
ed by Congress of Chambers of Commerce
ol' the Empire, advocating inclusion of
Newfoundland in the Dominion of Cpnada
and which were forwarded under saver of
Despntch, No. l, of date of 5th of January'
1904, received from the lit. Hon. the Secre-
tary of State for the Colonies. The Com-
mittee, while appreciating very highly the
interest manifested by the said Congress
in the nllelrs of this Colony, regret- that
they cannot concur that ‘the present is nn
oppzrluue time to enter upon negotia-
tions leading to the union of this Colony
with the Canadian Domlnion.’ SJ fur as
the Committee is aware, there is no de-
sire on the part of the people of this Gol-
ony to be ‘included as a constituent part
ofthe Dol:ninion'; but, on the contrary,
the desire is evident that the Colony
should retain its autonomy and continue
to maintain so honorable and indepen-
dent position as part of the British Em-
pire."
The question and reply in the New-
foundland Legislature brings the history
ofthe matter down to the end of March,
at which dale the Colony appears in have
remained fully determined to remain in-
dependeuf.The absence of any negol lations
with Canada down to that date ruxther
maker lt, clear that the question of union
is not now within the domain of practical
politics, and pretty effectually disposes of
tba despatch from Paris above alluded t/o.
