Well timed, inas- |much as this is the proper time te arrange, |perfect and prepare for the coming winter; land spirited beeause of the articles being ifull and explicit, advocating squarely the ‘only means by which we can ever expect | permanent winter communication, viz., via ithe Capes, as it is there alone communica- tion has been kept up with surprising ease and regularity, considering the imperfect means employed in doing so. Nature is truly said to be stronger than art. Hence the crossing has and can only be effected between the Capes. Nature intended these points for that purpose. The tides meeting and separating as they do at this point, still further the chances of cressing at all seasons of the winter. Had a steamer, sailing vessel, or other stitable craft been placed at the Capes last November, when Charlottetown, Summer- side and other harbors were clesed, it eould ply daily, twice (or oftener if required) ‘until the third of January, with open water, which is invariably the case, a cheer- ing fact, and is the sure result of the tides, commencing as they do to raise or gather from the West Point to the centre, and the same when the sea flows iu from the Haet Point alzo to the centre, which is by dis- tance a standing rule at the Capes, some- times varving a few miles up er down the Straits, the result of a prolonged wind storm, The effect and course of the tides ebbing and flewing can be had from Capts. Irving and Muttart, the veteran winter mariners and medium of communication, who have spent nearly half a century in the service, aad some others who have made this peint a study. A large and strong steamer is talked of to take the place of the ‘‘ Northern Light” on the old route, which will be attended with a very heavy outlay of the people's money and no better results. Nature will be tou strong for any work of art on that puint on that route. Let the commercial and travelling, as well as the reading public, raise their united voices at once and make the demand sw well set forth in your last article on ‘‘ Winter Communication,’ viz: give (te begin with) small, strong and suitable steaiwer, with fair freight capacity, which will ply every day (round trips) after the other harbors are closed, until Ist to 10th January every year, and during mid-winter, when the small boats are impeded with lolly er open water, or part open water, assist and thus secure permanent commun- ieation across the straits, and the two re- quired short pieces of railway te connect the I. C. R. R. with our P. E. 1 R. RR, ali of which can be done uch eheaper than by tugging against Nature in any other place or way, or by any other means. To some ' the above may appear a doubtful theory, and to those and all others interested | would suggest the propriety of having the whole thing pre- perly investigated before the proper tri- bunal ; viz., the Government, which I be- lieve would at once begin te construct the accommodation promised in our Union agreement and fulfil their part of the con- tract, were things made clear. 1 would further suggest that a meeting of all converned be convened Seon in Char- lottetown orrome other convenient place, and that all cur members of Senate and Cemmvons be invited to attend, to the end that some definite understanding may be arrived at, and fer the purpose of better bringing this most important matter before the Dominion Government. Itis true the Minister of Marine avd Fisheries is an islander, a Cabinet Minister, and tho roughly up in the theory of winter crossing, and po deubt is anxious that justice may be done in the matter ; but, as head of the Department and one of the Cabinet, less apt te introduce the maiter in its strongest light than if his position were different. He (Mr. Pope) has frequently spoken of the Capes’ route as being the only feasible one. Stil], he as well as others, are slow to move in the matter, which necessitates our doing 80. Yours, &., J. W. Hueues. County Line Station, June 2ad, 1881. We have to record the departure this morning for England of two of our old- est and most highly esteemed citizens of Charlottetown—Mr. and Mrs. Hubbard. This venerable couple were better known generation. ‘They practiced in an exem- 'plary manner those principles which they professed, and lived soberly, honestly and uprightly. Though possessing no very large share of this world’s goods, they endeared themselves to many needy per- sons by a quiet and unobtrusive benevo- ‘lence. Mr, Hubbard has for many years ‘been employed in the probate office, land was always at his post to carefully perhaps, to the past than to the preseut | VOL, 9.--NO, 13, Clippings from Late Papers. B., on the Ist July. Hon. J. G. Blaine, of Maine, will be among the guests. Winnipeg is making enormous strides. Last year the assessnicnt of the city amount- ed to $4,008,466; this year it amounts to $9,058,035. Of course the exodus is the cause of the trouble. DvRinG the past month the shipments of atock from Montreal were: cattle, 8,414» and sheep 2,406; which, compared with the same month last year shows an increase of cattle of 1,503, and sheep $11. The Winnipeg “ Free Press” says ‘* The Liberals will legislate fur the people.” The trouble is that the Liberals always say of themselves, ‘‘ We, the people of Canada, etc.” In other words, they will, if they get a chance, legislate for themselves. A New York Company with a eapital of £2,000,006 is going into gold mining on the River Du Loup. They have a placer miner from: Califorma in elarge, and he says he never saw richer indications either in that State or Nevada. A Billintrodueed by Sir. Irv:ne to enable persons charged with having committed livel to plead the truth of the matter charged as libellous was opposed by the Chapleau Government, and voted down in the (uebec Assembly on Wednesday on a motion for its second reading by a vete of thirty to twenty-three. The death is announced of Count Leon who was always reputed to be a natural son of Napoleon IJ., and whom he resembled inaremarkable manner. The count died after a longand terrible illness at Pontoise, where he lived very quietly with his wife and four children. le was he with whom Louis Napoleon ‘‘ went out” on Wimble- dou common on March 3, 1840. While the followers and admirers of the late Lord Beaconsfield are taking steps for the erection of a memorial monument to bis memory, it is announced that the artist of the statue of Mr. Gladstone, to be erected in East Londen, has completed his model. Mr. Gladstone appears in the act of ad- dressing a public assemblage, and the statue is a little more than nirve fest im height. Some time since Bir. Jas, Milis, a stev- dore in Montreal, gave bis wife a power-of- *|attorney to draw 84,000 from the bank here daripg his absence in the United States. The ‘usbaad was not long absent when the faithless wifes became enamored with « young inan named Jamieson and eloped with him to Belicville, taking the money with her. On Mr. Miils’ return he learned that the fugitives were keeping a shoe shop with his money, and he had Jamieson ar- rested on acharge of larceny. The magnitude of the frauds Jately dis- cevered in the United States postal serviee may be imagined from the fact that the expenditure on the class of routes whieh swindling officials operated upon, has been reduced $445,547 annually without any detriment to the public service. The free- dom with which General Brady and his friends contributed to Gen. Garfield's cam- paign expenses, excited the suspicions which resulted in the investigation which led to his exposure and dismissal. Tse Kennepvy Famity. — Despite the lors of some members of his family in the fire at the Nice Opera House, Mr. Ken- nedy, the Scotch vocalist, is about te re- vive his entertainment, ‘‘ wa Flours at Hame’’ He will be assisted by Miss Ellen Kennedy and Miss Marjory Kennedy, who have jast returned from a musical schooling in Italy, Miss Maggie Kennedy appearing at the piano as accompaniment, aud Master John Kennedy with the violin. They will visit Canada in the fall. Desta or A Mitironainn.—A Montreal despatch of the 2nd says :—Mr. Joseph Mackay, whose death occurred last night, leaves a fortune of ebout a million ands half dollars. He, like some other wembers of the Mackay family, was unmarried. By iis death the Presbyterian Churcis and public charities of the city have lost one of their greatest benefactors. He was the founder of the Mackay Institute, one of ‘he founders of the General Hospital and the Presbyterian College, and has given away hundreds of thensands. He was par- ‘ienlarly liberal in regard to Mission labors in the Canadian Nor.h-weet and in France. The sons of the Princs ot Wales have recently made a visit to King Cetewayo, of Zululand, and a gentleman who was their companion, has published an account of it. Formal courtesies were passed between them, and photographs were exchanged, after which the boys expressed a desire to see the king's wives. Instead of granting thia request, he said, with a dignified wave of the hand : ‘‘ Stay, my children, I havea word to say to you.’ Pointing theus to a picture of Queen Victoria, he said : ‘1 think much when I look on that. I have heen long down here ; no one has yet told mo what wrong I have committed, nor given mean opportunity of answering for my conduct. 1 do pot know that I have ever committed any wropg against the English. Tell your grandmother this, and ‘and conscientiously perform his duties. Mrs. [fubbard especially when they kept! possessed an almost inexhaustible fund of information of a local nature, and could recite for hours, the almest forgot- ten history of the older Charlottetown families.
