Ir appears that the Liberals are playing in other parts of Canada the same game as they have played in this Province. They have voted liberal grants in aid of public works and spent only a smal] smouotof the grants. For instance, the Owevn Sound Times points out thas of $50,- 000 voted in two years for harbour im- provements at that place only about $18,- 000 has been expended. The people of the Owen Sonnd District are paturally curious to know what bas become of the balance. The Times says :— “If the Minister of Public Work; is holding back the $32,000 which ie, or should be at the town’s credit for harbour improvements for the purpose of building a dry dock, well and good. Ifhe is using it on some other work, the fact should bes known. If it is reverting tothe Dominion treasury, what would the deficit be if all the money voted were expended.” The voting of money which they do not spend is certainly consistent with the Gov- erament’s record fo: deceit and sharp practice. — + > a Abolitionthe Only Cure. War about the destruction ot the Maine is manifestiy premature. The act bas not ben traced to the Spanish Government Or anv One connected with it; and before any demand for indemnity has been mnade and refused, “I fear the political consequences to the Republic.” -+o+e ; Mail and Empire: The Spanish navy must be good as far as it goes, since most of the vessels have been designed, built, armed, aud fitted out in England. Mail and Expire: Sir Louis Davies is not making any speeches on the budget this time. Last year, when the reciprocal clauses were under discuseon, Sir Louis fell foul of Sir Charles Tupper’s declaration that we could no give preferred duties to Great Britain so long as Belgian and German treatics were in force without also giving them to Belzinm and Germany. He knew al! abou: it, and every body who gave an opinion adverse to his own was guilty of @ “‘ridic- ulous absurdity.” The Jaw cflivers of the Crown in London have pronounced Sir Charles Tupper right and Sir Louis abso- lutely wrong. So Sir Louis is not giving any legal opinions this session. 2+2+2 oo How She Did Her Duty. The big liner came up the bay, steamed up the river and was soon tied at its wharf. The customs officers were on hand. Mme. Champignon Aloute, the celebrated French traveler, was aboard. They had been ap- prised of her coming. She was loaded with dutiable articles they had been told. She must not escape. Down the gang- plank came Mme. Champignon, with a French poodle and a smile of similar na- tionality. The officers one and all crowded around her. ‘*Have you anything dutiable, madame?” ‘“*Yes, messiecurs. OUR LOCAL LEA What they don’t Know About the Dairy Business. firk,—Mr. Warburion certainly shows his ignorance of the subject of dairying _ carried On in this Province by the €cn- vervative govercment, when he says it is being further fostered by the @rit goverv- ment. How is it being “fostered?” All ihe checse makers in this Province up to @ year avo were either Ontario men or own young men €ducated inthe Ontario system ot cheese making. They made from our P. E. Island milk flavour from aud which fiavour, rated by ihe yriis as etink, lb. advance on any Now, let us see how ihe Grit government “further” foster~ eithe iudustry. They were po sooner in possession of the goverument than they withdrew ali financial aid and superinten- dence of ibe ls an! faciories and cold them to paddie their own canoe. Whai| did the so callei Mini-ter of agriculture do? He appoinied Mr, Spillet for the Eastern end ot the Island and one of the pigeous out of his own flock in Quebec forthe. Western part. Now you may ask what difference did it make? Juat tui: the | system Of making cheese in Ontario and Que bec is so diff-rent tua: Quebec cheese, which is designated im Montreal as “French goods” * or Quebeckers,” sells for a halfto acent per lb less than Ontario. One poiat of difference in manufacture is in COukmy the enids which in Ontario is done at 98° while in Quebec at 102° wiich difference makes atuugh leathery curd and, besides, it fries out a lot of the butter fat which is wasted in the whey. Last rummer eOme unscrupulous shippers ip Mortreal bought largely of theso called French cheere and shipped them to England as Ontario make. [he consigners detected the fraud immediately »nd threw the goods oa the shipper’s hands. Laurer and his satelite, Davies, promised us cold storage aud an ocean steamer, but all he steamer we have had was an old tug boat called tne “Petrei” and now Mr. H.C. McUVooald tells us there is no doubt but @ stesmer wil] cal] this summer, Stil] we cannot help doubting. Perhaps there is another bye election on band which may be the cau-e of these further assurances. Where is the other member of the delegas tion, Mr. Richard-? Why is he not or hand to give us his assurance that all will be wel!? lagree with Mr. Warburton that the factories should be under a proper system of inspection. But we cannot have any uniformity while a Quebec inspector is try- ing to upset all the work done by Mr. Ditlon. There are factories that wil! not allow the Quebec inspector on their pre- mises the coming eea-on, The whole businese of the Provincial Legislature ought to bedone up in three weeks at most, but it ie now nearly 4 month since they met and still they ar: afraid to show a report ut bow they wasted our woLey last year L.
