Itis difficult to noderstand such a motive, but the motive of Chinese statesmen are undoubtedly involved in a certaia mystery. The results of the con- flict with Japan ought to convince patriot- ic and far seeing Chinese public men that such a veneer of European progress over the rotten timber of obsolete u: ace is worse in practice than an open and honeet ad- herence to ancestrai methods. It would not, doubtless, be fair to blame all Chinese statesmen for the wretched hal -,earted- ness Of their reforms. Thestrenua :nertia of a prejudice that has been gathering atrength for thousands of years is an ol- stacle not easy to remove. Nor, if what has been recently written, even about so enlightened aman as Li Hung Chang ‘e based on fact, is it at all likely that any Chinaman, who lives his life in Chiua, can ever entirely free himself from the clinging tissue of superstition that has be- come second nature and is associated with every actof his daily life. BRITISH INDO CHINESE TELEGRAPH: Since the happy settlement of the bor- der between Burma and China, a step of very great importance has been taken by the telegraph and military departments of the Government of India. Thirty-four miles above Bhamo, on the direct road to the frontier of China, the Ta Ping river falle into the Irawadi. Atthe juac- tion is the military post of Nampaung, not yet to be found in any published wap. Our international] line of telegraph, des- tined to reach Canton and Shanghai if the Japanese do not create such contusion as to stop it for a time, is proceeding through Nampaung to Momein, and is to cross thence into China, going on by way of Tali-fu and Yun-nan, not far from the border of French Anam. The new postis to be held by a larger military force than hitherto since 1891, when it was first formed, because it commands the princip- al trade routes between the northern sea- ports of Burma and China. It was by this route that Dr. Anderson, of Edinburgh, head of the Caicutta museum, led hs scientific expedition when Upper Burmah was still under tts own king, and “the Kuchins of the border hills murdered Mr. Margaray.. The railway must some day be pushed up, following the telegraph wire. Ten years tard work by British officers has transformed the face of that wild bor- derland, where peace now reigns, GENERAL TELEGRAPHIC NEWS. Loxpox, Dec. 3—The Daily News cor- respondent in Constantinople confirms the report that it was 4 violation of the Berlin treaty permitting the slaughter of Ar- menians. Beruis, Dec. 4.—The Berlin Post and Hamburger correapondent state that Cou ¢ Von Munster, German Ambassador in Paris, has threatened the French Govern- ment with a rupture of diplomatic re- lations on account of recent charges made in Paris papera that attaches of the Ger- man embassy were carrying on an organ- ized campaign of espionage in regard to French military and naval affairs. Loxpox, Dec. 4. ~The Times, referring to the scepticism with which the reports of the Armenian massacre were received at first, says: “The result of inquiries at unbiased sources, not Armenian, show the worst reports were only too true. Gounod sang out the prayer that was in his very soul, and ali the world has feit its influence. His words of praise for a tonic that strengthened and sus- tained him in his declining years is one of the most valued tributes to the great ‘Vin Mariani.’ He says: ‘Honor to “Vin Mariani,” that admir- able wive which so often has restored my strength. No other tonic so quickly restores strength and energy when weakened by brain exhaustion, nervous depression, fatigue, dyspep- sia or ess, and it hastens convalescence after confinements and fevers. The Marquis of Londonderry’s only daughter; Laly Helen Stewart, relates the following story: “A friend of mine has a wiry-haired fox-terrier, of which he and his family are very fond. She was bought m Newmarket Heath when quite a smal! vuppy, and from havingalways lived in the house hax become very companionab e and trustworthy. About two months ago my friend, who is a farmer, was attending a number of young chickens at his farm. Finding one ot them rather delicate and ailing, he wrapped it in a piece of flannel and placed it for warmth inside the kitch- en lender. Hethen went to his work, leaving the terrier curled up in her basket tretable. On his retura he went straight tu the kitchen, bet fuund the flannel empty in thelender. Having interrogated the maid, who declared no one bad been there, he immediately concluded that the terrier had eaten the pullet, and proceeded to beat her. Poor ‘Ranly, retired, cre-t- fallen, to her basket, and soon after the farmer went to bed. Next morning, as he entered the kitchen, he was surprised to hear a faint chuck quite near him. He searched all round the room, and finally in the dog’ basket, where he found the miss- ing chick, comfortably lying beside the fox terrier. ‘Randy’ had evidently thougiit that when the fire went out the chick wonld be cold, so she had lifted it out of the fender into her own basket, and had lain beside it all night to keep it warm. It is rather ead to think that her sagacity had been misunderstood, and that a beat- ing was the only reward she received for her kindness.” +e THE ENDS OF THE EARTH, From no part of the Pritixn Empire does intelligence come less frequently than from the Laccadive and the Maldive Is- lands off the south-western or Malabar Coast of India, and off Ceylon. The Al Raja of Cannanore, whose misrule com- pelled the Indian authorities to take over the administration of the southern portion of the first group, has determined to at- tempt the recovery of his lordship, and Mr. Moberly, the district officer of Wa a- bar. has been directed to visit Minikoi, the principal isiet hetween the two groups. On that reef more than one mail steamer ha- been wrecked. The Laccanives are coral atolls, popularly said to number a hun dred—whence their name—but only 14 of which are habitable. The people are Mahommedans of Hindu descent, and live by growing cocoanut fibre, for the prepar- ation of which as coir the still lagoons of The Maldives are administered from Ceylon.
