This is the democratic federation, which held its first annual conference in London last week, when delegates were present from Liverpool, Glasgow, Edinburgh, Newcastle, etc. ‘This new movement Is more or less of the continental socialistic type. Prominent among the planks of its platform are adult suffrage, free jus- tice and the nationalization of the land. Its members are also in favor of the abolition of hereditary legislative author- ity, and of established churches, and they would give Jrelabd a national par- liament. This new orgavization is sup- ported by Mr. Joseph Cowen, the able and earvest, though eccentric, radical member of Parliament, while the presi- dent is Mr. H. M. Hyndman, whose articles on India and other questions in the “ Nineteenth Century ” have, atiract- ed much attention. Up to the present the federation has been workiug mainly against the coercive policy in Ireland, ard has been pushing forward the land question. Many ef the London radical and democratic clubs are affiliated to it, and scores of lectures are given mostly on Sundays. 8 oo The Repression Bill. The steady opposition of the Irish party to the Crime Prevention bill has resulted in many important concessions by the Government. The right of search for arms by night has been abandoned, avd somé of the most objectionable press clauses have been thrown out. The limitations actually imposed on the right of seizure were already passed and exer- cised in the ease of the United Ireland. The power to try men for treason-felony without, a jury is only to be given for deeds committed after the passage of the Act. Aliens covvicted under the bill are to be treated as first-class mis- demeanists, not as ordinary felons; the Govercment must prove that an accused person is an alien before proceeding to expe! him. These concessions are re- garded by the Irish members as of great importance, and justifying the persistent opposition which has delayed the progress of the measure without affording the Government apy pretext for charging the Parnellites with wilfal obstruction. The result is due to Mr. Parnell’s skilful leadership, as he lias his party once more completely in hand. _- Wealth of the Tnited States. The London Times. says :— ‘‘ The wonderful wealth-producing power of the United States defies and sets at naught the grave drawbacks of a mis- chieyous protective tariff, and has already obliterated almost wholly the traces of the greatest of modern civil wars. What is especially remarkable io the present development of American evergy and success, is its wise and equit- able distribution over the shores of the Atlantic and Pacific, aloug the chain of the yreat lakes, the v jley al the Miss- issippi, the coasts of 4%.
