The lottery will work on a divis- ional basis. The registrar of each war SCI‘VIC(‘S division ivill form l1 pool of the men in the age class's liable to compulsory service in his division and draw the names of the number required each month from the pool. The selection of the men m be called in any given month will thus change to a basis of chance. Up to now they have been selected with a view to distributing the call-tip equiilly through all localities in a particular division. One of the results of the change may be that four or five young mcn will be crtllcd up in one month from one village while in another village nearby none may be railed although thcre are an equal num- ber in the callable class.
