She an is still the great peace-maker of the I world. guardingrnot only her own commerce. but the commerce of the world. Were hcr navy reduced to a level which would leave her at the mercy of one or more oi the nations which are jealous of her. who ‘can predict what would happen? She has made concessions in the inter- ests of international friendliness; she even cut down her naval pro- gram for this year from three cruis- ars to one. but the common sense of her authorities on international questions is that she has reached the minimum. The peace of the world hangs more upon the strength than on the weakness of the British navy. The movement for universal peace is worthy of the best that our civil- ization can give it. worthy oi the best that Christianity can give it but that best does not mean a too dras- tic reduction of strength.
