Rome and many of the greater Italian cities will present experience which will ‘fit-self, an ‘ rake a profound impression on those fortunate enough to afford the trip. On the other hand the change will be welcomed by those who have not had a good harvest, either from too much. rain or the want of it and it's certain this fail that soil moisture factor, all over Canada, is such that a. better quality of seed should be produced next year for Qlllbitlon fn 1933. BRITAIN'S TROUBLES When I was a boy "the world wont very well then". The folk in my district, if not too much bur- dened by the world's goods, were on the whole contented. They were in- dividualisis, much as the folk are here and relied on their own efforts to better their lot. For instance the 1, rural school gave a very good edu- cation for those times, but like all d»! things in life, it had to be paid for. Each scholar took his "school mon- lwer classes paid one penny (two nts), grading up to four pence for “Standards V and VI". The schoolmaster kept two registers: one for the attendance and the oth- er for the school pence, and he looked very like a croupler at Monte Carlo. as he sat with the rouleaux of pennies arranged along the front oi’ his desk. (The colliery owners, it must be said, gave liberally to augment his salary). The Free Education Act had been passed a few years before but had not yet been invoked away up there among the hills. It was not “free" of course, being one oif the items in the property tax; but as no "school money" was to be paid it looked a. very desirable thing on the face of it. At last some of the more ardent. spirits agitated for the great boon, the school was taken over by a. "School Board". and the weekly 6y" on the Monday morning; the mlpennles were done away with. Then ‘ . “ the larger towns built Free Librar- ies as a corollary and again the pro- perty tax was stiffened a leetle tiny piece more. And so it went (m: it was so easy to call a meeting and get something for nothlngi. Public "services" boomed-but it was a fa- tal drain upon the man who by in- iherltance or ambition had acquir- ed property. Another factor which hits -the working class this time, was the. dumping of foreign manufactured articles on to the British market. In Newcastle-upon-Tyne a man - his name I recall was Burgogne- opened a warehouse which was fill- ed to the attic with ironware made in some tow-n in France. Pots, pens and all kinds of things, were sold to the retail stores, while at Middles- brough, thirty miles away, one of the great iron-smelting towns of the North, Englishmen were going about “with their hands in their pocicets"-out of work. And its ta- ken them all this time tn see thei remedy! When other continental countries with a lower standard o! living, be- gan to compete with England in the world's markets the unemploy- ment iucreased. As the British had now become convinced that the go- vernment's duty was to give all they asked for, the crowning ini- quity, tho "dole" scheme, was call- ed into being. The rich were taxed‘ unmerclfuiiy and when this source of revenue showed signs of giving out, foreign investments were sold to supply the deficiency. Free trade socislistic government, and foreign competition, had thus disipated the wealth amassed by the thrift of 1 our ancestors. Incidentally the suc- oes of Ml. Burgogne turned me in- to a. protectionist, but the majority of my acquaintances regarded this as an aberration! At last came the inevitable crash. The excess of expenditure over re- Tiixr (‘vi ~ "I '\'l"l‘l-"l‘ll\"~~ v-I- - "M ~\i venue became so enormous, and , with s10 little prospect of any let-up ' that the country was, to use a com- mon term. at a. stand-still. But the; natural commonsense of the Briton so long siumbering, has awakened at last.
