'mime vacauclrs. 1 T” How many vacancies, political, civic and official, this community has been called upon to fill within a brief space l Sir Louis Daivies` elevation tc the Supreme Court caused a great vacancy, not only in the rdpresentation of West Queens, but of the Island, a vacancy that could notat once be fully filled, for he had made for himself a large place in the public affairs of Canada, in the Cabinet and in the international concerns ci the command. The constituency did well to send to Ottawa in his stead the late Hon. D. Farquharson, who was something more than the representative of a single constituency, for he had been our Premier and as such a representative cf the ls- iand. Still we had lost some ground, for the influential Cabinet position which was ours before passed to another. And than the shadowy hand of thc silent messenger made another vacancy in the representation. This we are now called to illl. It seems needless to say that the strong- est, most capable and moat influential man we can select ought to be sent to Ottawa at the present juncture. This is the metropolitan constituency of the ls- land. Our representative, more than the member for any other riding in tha Pro~ vince, will beiooked to as the leader and the spokesman for the entire Island. He ought to be something more than a more Ipirty man, more than a more represen- tative of a local electoral division. He should be well versed In all the questions involved in our federal relations, our trade and industry, our varied lines of produc- tion, aur means of transportation and of communication by rail, steamer, mall and telegraph. Very much indeed for the future welfare and progress of our city and Province will depend upen how we shall till this vacancy on Tuesday next. We have been filling civic vacancies sf late by the election of a Mayor and Coun- cillors to take the places of those whose term oi’ office had expired. We have now I a new Mayor, and tive members cf the country such as no other Islander could Council are also new. Upon a good selection for these several positions much will depend not ‘only with respect _to aiiiciont and econ- omical administration of our affairs, but also in regard to the observance of law `and order ln the city. And there is al\o the position of City Clerk to be short ly illled by a new appointment to replace the _careful and enicient Clerk whose re- _sigoation will take eflect on l5th Mareh. Too much care and judgment cannot be exercised in selecting the best available men for these important positions. There is still another important odicidl vacancy to be iilled in our midst caused ‘ by tne demise of our late Postmaster and inspector. We think this position ought to be promptly dlied-ought indeed to have been filled before this time. This "is themost difficult and critical season of the year in regard tc our mail arrange- ‘ ments. It involves no reiiection upon the clicient and capable Assistant Postmaster when we say that with but temporlfl control o'! our postal affairs, he cannot be as free to devise and to act in the intar- ests of the service and of the public as would an ofiloial permanently appointed and clothed with full ofiicial power and responsibility. The appointment of a snccessar to the late Postmaster ought not to be longer delayed, and we trust that it may very shortly be announced. SOM E IAPANESE PROVi'RBS~ The war now on awakens new interest in Japan and its people, the land of the rising sun, the land of lowers, the land of poetry, the land of incense, the land where all believe in pre-existence and in endless transnigrations of the re-embodied spirit after death. Flowers are every- where; the air is saturated with incense in the home, be it palace or acttage, and in the temples; poetry in Japan is univer- sal as the air; it is read by everybody, it is composed by almost everybody irrespec- tivs of class and condition, We are told that wherever there is work there is singing; the toil of the llelds and the labor of the streets are performed to the rhythm af chanted verse. And poetry appears everywhere written or graven in thousands of verselets on walls, vases, shop signs, panels, screens and fans. But it is not of Japanese poetry we would now speak although the subject is a tempting one. Rather let us turn to the sober wisdom which has been embodied in Japanese proverbs. Here are a few specimens chosen from among thc mary, and such as can be' understood by nil without explanationz- All ev_Il done clings to the body. Better to shave the heart than shave the iaend. - A Meeting is only the beginning of separ- ation. All things are merely dreams. Even a common man by obtaining ~ knowledge becomes a iludrlha. Cause-and-effect is like a wheel. Evan a worm an inch long has a soul half an inch long. Life is a lamp-flame before the wind. Hell and Heaven are in thc hearts of men. Good actions go not outside the gate; bad deeds travel a thousand miles.
