A Charlottetownis City Council ap- koved of a number of tender: at I la! late yesterday afternoon which viewed the busin- ou of letting oa a "share tender the wealth" basis stead of always accepting the lowest tender. The "share the wealth" term- inology was used first by Deputy Mayor A. Walthul-Gludot when the Council waa. discussing the awarding of a contract for cert- ain changes and renovation to City Hall itself. The resolution proposed that "the tender of Chandler brothers for the renovation of the City Tax Office and City Clerk's of- five as per plans and specificat- inns prepared by Mr. J .F. Toombs be accepted at a price of 84475. The controversy devao when it was learned that not or firm. County Construction Ltd. had submitted a slightly lower tender at 34447. The recommendation of the ten- dsr committee to award the con- tract to Chandler Brothers. it was explained, was based on the fact that they were is completely local firm and that they were special- ists in this type of work where- as the other firm were general contracts. QUESTIONS PRINCIPLE Councillor Gormley question- ed the Principle of awarding the contract to the "liigest tender". Councillor Gaudet retorted that it was not the highes tender. An- oher firm had pu in a tender at three thousand dollars higher and they were not considered. A gen- eral discussion involved all the councillors. and the Mayor who pointed out that it was traditional to accept the lowest tender. The County Construction firm itself got into the controversy when Norman Stewart, a mem- ber of the firm. spoke for several minutes stating why he thought his firm was lust as well qual- ified to do the lob and he conten- ded thst it was also a "local" organisation and was entitled to equal consideration: Councillor Gaudct stated that the County Construction firm had ,m.) muscular aches lasted for two or three days with a further similar period of weakness before recov- ery. The only treatment was rest. fluid diet and normal . medias for headache and discomfort. Deaths from Asian flu were "quite rare"-experience abroad was about one in every. 5,000 cues. The dlsttu-biug feature. he said. is its tendency to spread rapidly through a community. Thus the vaccine 9 r o g r a m had been started to help keep essential services going - hospitals and other health services. food sup- plies. transportation and the lilis. Mr. Monteith cautioned that the vaccine's effectiveness is not fully established. but added: "It is ex- pected to confer a substantial de- gree of protection agltnat Asian influenza." r Hoffa and other Teamsters lead- ers were ordered lfrlday to ap- pear in federal court here Sept. fl to answer charges that they have conspired to rig the union's election in favor of Hoffa. U.S. district Judge F. Mccorinac voted against It. MORE CONTIOVEISY - It seemed to be a controver- sial evening so far as contract awarding was concerned. The 31 same , thing cropped upq again when a resolution was introduced to award a contract to Brttiah American oil Company for supply- ing the City with furnace fuel oil. The S.A. tender was at 11.55 cents a gallon. Identical bids from Irving Oil and Imperial Oil at l7.tl) cents a gallon were also submitted. It was stated among other things that ”B.A." had had the City furnace fuel oil business now for the past three years and it was time to give someone else a chance on I "Ihu'c,t.ho wealth" basis. It was also stat- ed that British American pays some 316.50 in taxes to the City whereas Irving Oil pays 811.- 508.75 annually and Imperial lllys 814,058.25. Finally the resolution was foot and it was decided to offer the contract to Irving and Imper- ial on a joint basis. if that is acc table to them. o'I'H R BUSINESS The tender of Lounsbury Lim- ited was accepted for so plying a payloader at a price of :lt.9S1. The tender of Picksrd Ma- chinery. Charlottetowu to supply a Picard Junior Snowblower at 816.156 F.O.B. Montreal was ac- cepted. It was explained that a tender of 31.700 was received from the Cockshutt Machine y Company but it specified a trac- tor with a snowblower attached in front. This was not the kind of equipment desired. it was ex- plained. It was stated that the purchase of the snowblower with a plow attachment. will give dis filed for a group of rank-and-file Teamsters in the New York ans by lawyer Godfre P. Schmidt.
