Bissett, Cardigan; D.C’ Morson, Cardigan. Ellis, Halifax; QO W Coleman, —Mr. Edward Porritt, an English jour~ palist, who has published some importart works on pariidmentary government, bes an article in this month’s North Ameri- can Review on “The Canadian Plebiscite.” In bis opinion the Ottawa programme, of which the plebiscite formed a plaok, was patterned after the Newcastle programme of the English Liberals. The Newcastle programme carried the English Liberels into power, but <¢beir failure to fuifil their pledges so dis— gusted the el-ctorate that the next general election resulted i: a2 much more decisive victory for their opponents. It remains, as the Montreal Gazette observes, to be seen whether the Ottawa programme will involve its originators in « like fate. —Commenting upon “the Water Works Scandal,” just now occupying attention in O:tawa, the Mayer of Ottawa said,—we quote the report : “The mere fact of a man being out on a little time” and happening to have afew dotiare of corporation money ia his pocket, spends them for self-gratification, gives us no right toallege that he bas di- graced himself. ‘L might do the same thing my~ self, probably would do so under similar circumstances. A thing that can be ro easily rectified is no disgrace.” If the people of Ottawa electte the office of Mayor men holding opinions like this, they onght not to be surprised when embezzlements are reported. The citizens of O:tawa, as well as other cities, ought to ‘be careful iu their selections of men to fill their chief o‘Tices. _— ——_ 938 ea— TRLAL SUBSCRIPTIONS The WEEKLY EXAMINER and THE MONTREAL FAMILY HERALD and WREKLY STAR —till be sent to any ada- d eae for three months, for twenty-five .cents, foribeth papers.
