THE SCHOOL FOR THE IBLINU. The interest awakened in' the com- munity by the presence of Dr. Fraser and a number of his pupils of the School lor the Blind, serves forcibly to recall the fact that the Island Leuislature and Government have not been doing their full duty toward this noble institution. The small annual vote comes far ‘short of supporting the pupils which the Island sends to the School. They are in fact being partly cared for and educated by the charity ci the other Provinces. This ought not so to be. lt is not befitting the honor and credit oi! the Province. \Ve provide free education for all children who can see and hear. No Provincial Government is more 'liberal in that regard, paying more` than three fourthi of the entire cost for the schools. But the blind, who have a double claim upon the community because of their dis- ability, which places them at a great disadvantage in renard to making a living or obtaining a fair share of the enjoy- ments of life are not so well looked after by a paternal Government. Yamagaia is first and Oyama second. Toe latter has been sent to take "`¢`:onii$nand"in the field. Under them are four Generals, of whom Nodin ranks filet, Oku second and Kuroki third. Kuroki was in command at the bstt‘e of the Yalu, Oau at Nan Shan Hill and Nodes at Vafsngo. Each has won a notable battle. The Russian hee',tortiii.:ations, Govern ment buildings and works within Port Arthur and a radius of twenty miles represent an expenditure of $300,000,000 That will represent the mere money loss if the Japs capture or destroy the port ‘and ships. The loss of territory, of their only real winter port on the Pacific, tl”e loss of the mo.t imp ment ocean terminal ofthe Siberian Railway, and the loss of national prestige are to be added to the mere monetary loss. It will mean much when Port Arthur falls. His \Vorship Mayor Kelly is moving to provide a remedy for an offensivenuisanee that has in years past proved a great annoyance to many citizens. There has been hitherto no recognized sanitary mei hod of dealing with the bodies of dead animals such as horses and cattle. Too ofren these have been thrown upon the ice or over some high bank and left. to decompose. Wind and tide cast the off,-nslve remains on the shore, rendering the near locality for the time almost unlnhaliltable. Sometimes a shallow burial in the sands between high and low water has been made with scarcely better results. Animals will die, and what to do with the remains is the question. A crematory to consume, or a sort of potte.’s field for burial of such carcases has each been sulzuested. We are glad to learn that His Worship is giving attention to this urgent matter, and if a satisfactory solution is found and carried into effett he will deser ve and receve the thanks cf many citlz -ns.
