The French papers state that the king offered to sell the Congo state out aud ont to France. They seem to be ignorant of the fact that he ‘was in London before going to Pari:, and was ne- gotiating here on the same subject. It is the general opinion that Leopold is trying to arrange for the sale of the Congo state on the basis of a division of territory be- tween France and Germany and England. Belgium in 1890 granted to the Congo state a loan of £1,006,000, without interest, with power to annex the state at the eXpiration of ten years, Then, France, if the =tate is ever offered for sale, has the right of pre-emp- tioo, King Leopold is much harassed both in a monetary and in a political way.
