The treaty carries out, with some modifications, the methods of proceedufe recommended by _The Hague tribunal September 7th, 1910.- The treaty provides that all future laws or rules for the regulation ofthe fisheries of Great Britain, Canada or Newfoundland, such as relate to tin time and method of taking fish. shall he promulgated and come into opera- tion witbin the first fifteen days of November of each year.
