‘The Guardian, Ohartottetown, Thart., Sept. 7, T9808 Communist Union Control Is Charged In Vancouver OTTAWA (CP)-—The-Seafarers’ Inter national Union (Ind.) has charged; that Commu- nists control the new Vancouver ’ waterfront local of the Canadian port ‘and General Workers (CLL). As the two potent unions went te the mat before the Canada Labor Relations Board in their fight for west coast shipping do- mination, the SIU threw Commu- gist allegations. But board chair- man C. Rhodes Smith indicated doubt as to whether they would affect the outcome. In one of 13 cases before the board in which the 40,000-mem- ber brotherhood is trying to chase the Seafarers off the west coast, two SIU members put Commu- nist tags on two local officers of the! anti-Commnist brotherhood’s new west coast marine local. One officer admitted he was a former Communist but out of the ‘party for four years. The other was not present. CHARGES SMEAR Brotherhood counsel charged “smear” by the 10,000-member Seafarers, which rode to its strength on an anti-Communist cleanup among seamen about 10 ago but since has been ‘kicked out of the Canadian Labor Congress for raiding another CLC union. The 26-year-old Cocks, taking the stand shortly afterward, said he was a fhember of the Com- munist party in 1954 and 1955 but -|has had no connection with it since. As to Osborne’s_ claim of any recent Cocks affiliation with the Communists, the brotherhood of- ficial said he has not talked to Osborne for a couple of years. Another SIU witness — coast organizer Norman Cunning- ham — said William Brannigan, now financial secretary of the brotherhood’s western marine lo cal, was a Communist in \ 1949. He did not indicate how he might know this. Questioned about this, Cocks said he knows nothing of Branni- gan’s political. activities. Mr. MacTavish is a former president of the Na- tional Liberal Federation.
