Debs, President of the Amer- ican Railway Union; George E. Howard, Sylvester Keifer, M. W. Rogera and J. 8. Marwin have been indicted by the Federal Grand Jury for conspiracy to interfere with the United States’ mail. Debs and Keifer were arre-tej]. The other three are believed to be under arrest. The penalty is afine of from $1,000 to $5,000. Bail was fixed at $10,000 in each case. The commitvee appointed by a mass meeting of the trade unions on Sunday night to arrange for arbitration in the Puilman boycott, failing te do which by four yeste »rday a general strike was to be ordered,reported yesterday that their efforts had failed. The trades unions were left to carry out the decision of the meeting and declare a general strike. It is believ- ed a strike will be declared involving no less than 250,000 men. President Debs said that the industries of Chicago would be conipletely tied up to-day. Debs added that the trouble was beyond his control, and completely out of the control of the Railway Union. —_— The French Treaty. Orrawa, July 11. Hon. Mr. Foster was cheered when he rose in the House of Commons yesterday, to move the second reading of the bill to ratify the French treaty. An amendment ree moved by Col.
