It has been semi-oilicially given
out from Ottawa that the Laurier
government intend before the nex

iation to redistribute the seats f
members of the Commons. This was
to be expected in view of the plank
in the party platform calling 'for re-
form in the representative system of
the country, and the step already
taken in repealing the franchise act.
Nothing was more loudly complained
against by the Liberal part-y when °
was in opposition than the gerrym-
andere alleged to haye been com-
mitted by the government of th
days, notably in 1882 and 1892. 'It
was therefore hardly to be expected
that the party now in power would
permit the arrangement of seats
then made to remain permanently
established.
It is to be observed that- the suc-
cessive redistributions of seats made
by the Conservative government at
Ottawa were made the excuse for
operations of a. somewhat similar
sort by the local Liberal administra-
tions in several of the provinces.
Hence it has occurred that for several
decades past charges of having maui-
pulated the boundaries of constituen-
cies for party purposes have been
freely made by both parties against
each other. And there has been
some reason for these charges and
complaints on both sides, 'however
unequal may have been the respect-
ive acts of political wrong-doing in
the premises.

no complaints on this ground, for
the very good reason that the distri-
dntion of seats there was made, not
by a. party administration, but by a
non-partisan tribunal composed of the
judges of the land. This gave entire'
satisfaction to both parties because it
was just and equal and 'gave neither
party any advantage. We venture
to hope that when another redistri
the British plan will be adopted and
that we shall have heard the last of
these scandalous gerrymsnders.
In the order of distribution now
existing in Ontario for the purpose of
federal elections little or no regard is
paid to county' boundaries and
throughout the Dominion- very wide
contrasts exist in regard to popula-
tion. We have in one province con-
stituencies, each returning a __sing`.e
member, one of which contains a
_population approximately six times as
great as the other. Such disparities
are far too wide to be longer per-
mitted. There is doubtless great
room for at rearrangement of the elec-
toral divisions on which the represen-
tation ofthe country is based 5. and
the government will easily command
the support of parliament and the
country in making a redistribution
'upon a fair, non-partisan' basis. But
_if they should yield tothe temptation
te meet the old gerrymander with
another of the sa.ine_ sort they will
only disappoint the country and con-
tinue a scandalous condition that they
now have the opportunity to termi-
nate once and forever. . .
