Lord Salisbury yesterday, replying to an address presented to him by delegates re- presenting the United impire Trades 1S ogotiated under the Palmerston Gov : almerston Goy- ernment and which prevented the colony from giving preference to British trade, are unlucky and most unfortunate. No government, he added, was likely to repeat the error then made. Nevertheless. he explained it was impossible to denvunce the treaties in bits. Thesame treaty con- (ained provisions of the utmost importance to England, especially now, when the spirit of protection was running very high im every country except England, The Government, Lord Salisbury - con. tinued, would seize the alightest change, to deliver the engagement ; but not at the price of losing the valuable provisions of the treaties re- ferred to. Means of mitigating the evi's complained of might be found before very long. The League, however, said the Premier, must work hard to convert their countrymen te the Laague’s way of think- ing, fcr it is impossib e.ow fer Fny'and to give preferential treatment to the colon- ies at the expense of the rest of the world. The league must ascertain how far. the country would support a policy of which he imagined the principal feature was a preferential tax on grain, wuol and meat. Englishmen, in his opinion would never consent to legislation «fa vague or differ- ential character, and especial'vy when their dearest daily interests were concerned. The Imperial Parliament will be pro- rogued on August 6th, prox. This is the «ficial orrangement and the local party inanagers heve just received authentic in- structions to prepare for dissolution earlynext summer. The Conservative uncertainty of the party is tending to further refusals by the present members to re-cuntest their seats, and within the ministry itself discon- tent is producing disorganization. A remarkable outburst, in which Sir J. E. Gorst expressed contempt for certain of his colleagues in the ministry, occurred in the Manipur debite. Being obliged oflici- cial y to defend the Indian Government, he made a mockingapology forthe brutalities and stupidities of the British rule abroad. With j:bes at the Indian Government he satirized the Imperial Government. The Tories heard him aghast. The accepted interpretation left by the speech is that Gorst receguized that the period of Con- servative prowess is about. to close and is preparing for atime when he will resume with Lord Randolph Churchill an inde- pendent position. Mr. Gorat has long cherished ideas of renovating the Conser- vative Party. He believes a prolonged period in the Opposition would affurd his best chance to come to the front. The Baccarat Scandal.
