Thr question is, shall we so win it that wc shal be able to go on to a triumphant and vic - torious future, a future in which our Em- _ pii'e,_our Dominion of Canada, our provincf of Prince Edward _Island shall take thei places respectively, healthily, substantially spiritually and morally among the nation; of the world? i i History has a curious habit of repeating itself. Nations have risen alld fallen, havi I won gloriously on the battlefield and havf perished. Historians, philosophers, eugen ists and others quote Greece and Rome a examples of nations that have fallen ani give reasons for the fall upon which there is practical unanimity. Before mentioning these it is worth referring to a theory tha has found a champion in no less conspicu- ous thinker than Mr. Arthur Balfour al recently as 1908. This theory is that race: naturally and inevitably grow old as in dividuals do, that the nation, like the in dividual, has its periods of youth, man- hood, old age, senility and death. Thi; theory has since been dismissed as unten- able. _ Briefly, the theory m'ost generally ac- _ - cepted with regard to the decadence oi Greece and Rome is, to quote Professol David Starr Jordan, that “reversed sel- ection spoiled the breed.” By this he mean: that as Rome and Greece were constantl} engaged in wars, the healthy, the strong the brave, the enduring, were selected af soldiers while the diseased, weakly, puny and 'easily tired only were left to assumf the duties of parenthood; to quote again “the citizen was told, you are not good en ough to be a soldier, stay at home and be 2 father.” Still another reason: A Roman writer quoted by the historian Gibbon, describes in a long and remarkable passage how the Roman mothers of his time were abandon ing their natural duties, avoiding mother- hood if possible and, when children were born, leaving them to be nursed by fostei mothers whose health or character or fit-- ness for such duties had not even been en- quired into. ‘ We are passing through a war which has already taken a not inconsiderable propor- tion ‘of the flower of our physical and men- tal manhood. This is a serious loss thougl not a disastrous one, as we are not likely to belong engaged in war. Yet the caus- es through which nations have fallen or be- come decadent are solemn warnings which at a time like this we cannot afford to shui our eyes to. The 'hope of our Empire, our dominion, -our province, lies in the youth who are now being trained for citizenship, lies with the fathers' and mothers of today, with the schools in which our future citizens, our fu- ‘ 'ture fathers and mothers are being trained. Do we realize' the magnitude of the pro- blem that confronts us while we are win- ning the war and after we have won it?_" The problem of winning the war is a large one and it shall be solved; the problem of problems is how to worthily preserve the nation -for which so many of our sons are _laying down 'their lives.
