The and death of John McPhee of Orwell, whether we are to accept the flndlnk oi the coroner‘s jury, or the stilt more serious charge that. has since been made on oath, evidently had its origin in the unlawful sale ofliquor. in Its prim- aryaawell as its broader aspects it is another whiskey tragedy. How many of these we have had in our fair province. The Scott Act, under which King's County is at present, imposes a line of fifty dollars for illegal selling, but how sadly inadequate this seems when human life is thus sacrifled as a result. But, as we have said, this is but. one of two solutions of the mystkry that. hangs around the Orwell tragedy. Another and much graver charge is impending, and should there be any possible foundation .or this, which all must be most reluct- ant to believe, them is equally the trail of the liquor serpent, in the gloomy back- ground. Whiskey and crime go so much together that they seem to be almost inseparable incommunities such as ours where the truiilcis under ban of thelaw.lt is this fact that serves to strengthen and increase the conviction that the only safety of the land is to be found in hunting down every illicit vender until there is no place left in all the Province where strong drink can be found. It is Indeed true that crime would still exist if liquor were banished, but it is quite apparent that. it would exist In very greatly diminished volume. Many lives would be spared that now perish mlser~ ably, and many who have the guilt. of blood on their hands and consciences would be ilvinz honest and respectable lives. The emphatic lesson oflt all is to redouble our energies in the enforce- ment of law against the sale of liquor. It. is at least apparent that but for the unlawful traffic three prisoners now awaiting trial in the jail would be enioy- ing their liberty and a man now dead and buried would be si 11 n the enjoy‘ Inent of life. “— We were in error on Saturday in attributing w Sir Richard Cartwright a desire to have the Senate wholly or partly elective. The full reportof thisspeech shows that he_ is opposed to making the Senate elective. He would reduce the number of Senators to seventy-two, giving Ontario, Quebec, and the Maritime Provinces, and the Northwest respectively each twelve, apparently to be chosen by those great divisions, and havetwentyfourmore appointed by the Federal Government. Of course any such change would require the consent of the Provinces, which in the case of the Maritime section might be a matter of some difficulty. . o MONDAY MORNING MAY 21 mo. The Women's Council of Halifax have undertaken to provide one or two play- ground; on a smallscaie with proper supervision, as object. lessons for the people of that city in order that the citizens may see the uses sud advantages of such places of amusement and recrea- tion and provide them on a more exten- sive scale. Mrs. McNab who takes a deep interest in the welfare of the children writes to the Halifax Recorder on the subject setting forth the Importance of the matter as she sees it. If we pause but a moment to consider it, the importance of the scheme will readily appear. Most of the children of the modern city have no other or better place to play than on the streets, among other children good and bad, without any one parents or teachers, tolook after them. We all realise that. these are not the conditions that. we would choose, but children must play, and there is often no other chance for them to get. the fresh air or any recreation but on the street. The plan is to have playgrounds laid off that shall be convenient of access, and equipped with the ordinary means of recreation such as boys love, where games and sports can be carried on and with some responsible person in charge so that order shall be maintained and the games and amusementsbc properly conducted. If we beach boys to play honestly, fairly and to observe some sort of courtesy in their play, we are contributing in no small way to their education as Well as to muke them healthy and happy. Very few persons, perhaps realize how much of the average boy's education. how much of the formation of his charactor as a man in after years, has been made on the playuround. The movement for super- vised playgrounds is, we think, worthy of earnest attention and of adoption. —————— The case of the last children of Bnyflel N.
